Ce projet vise à rapprocher la politique du citoyen mais aussi mieux informer le citoyen sur la valeur de la démocratie. Pour ce faire, des projets pilotes d’initiatives citoyennes sont lancés dans les trois régions (France-Wallonie-Vlaanderen). Les participants des différentes régions visitent les projets et s’inspirent de ceux-ci, notamment en explorant les points communs et en échangeant avec les habitants des autres régions. L'objectif est que les projets pilotes et les discussions qui en découlent génèrent des idées pour les cours de formation nécessaires organisées plus loin dans le projet. Les projets sont tous évalués et leur impact social mesuré. Les initiatives sont compilées dans un guide de bonnes pratiques, largement diffusé afin que les initiatives citoyennes puissent aussi être organisées dans d’autres communes ou régions. Outre les projets, des formations sont également prévues pour un groupe cible plutôt vulnérable, qui dispose généralement d’un accès difficile aux formations ou sessions d'information classiques sur l’Europe et le sens de la citoyenneté active en Europe. Les formations sont très interactives et conçues en cocréation. Les sessions portent essentiellement sur les valeurs démocratiques et les projets pilotes sont utilisés dans ce cadre comme outil permettant de concrétiser certaines choses. Enfin, un cours « train the trainer » est organisé pour des organisations externes. L’objectif est qu’après le projet, les participants de la région puissent être invités à devenir un "citoyen actif" en Europe grâce aux outils obtenus.

This project aims to bring politics closer to the citizen but also to better inform the citizen about the value of democracy. To this end, pilot projects of citizens' initiatives are being launched in the three regions (France-Wallonia-Flanders). Participants from different regions visit and learn from the projects, by exploring commonalities, for example, and interacting with people from other regions. The objective is that the pilot projects and the resulting discussions will generate ideas for the necessary training courses organised later in the project. All projects are evaluated and their social impact measured. The initiatives are compiled in a guide to good practice, which is widely distributed so that citizens' initiatives can also be organised in other municipalities or regions. In addition to the projects, training is also planned for a rather vulnerable target group, which generally has difficulty accessing traditional training or information sessions on Europe and the meaning of active citizenship in Europe. The training sessions are very interactive and designed on a co-creation basis. The sessions focus on democratic values and the pilot projects are used in this context as a tool to materialise certain aspects. Finally, a “train the trainer” course is organised for external organisations. The objective is that, after the project, participants from the region can be invited to become an “active citizen” in Europe thanks to the tools obtained.

Dit project wil de politiek en de burger dichter bij elkaar brengen en de burger beter informeren over de waarde van de democratie. Hiertoe worden in de drie regio’s (Frankrijk – Wallonië – Vlaanderen) pilootprojecten voor burgerinitiatieven gelanceerd. De deelnemers van de verschillende regio’s bezoeken de projecten en putten er inspiratie uit, met name door de raakpunten te verkennen en door uitwisseling met de inwoners van de andere regio’s. Het doel is dat de pilootprojecten en de gesprekken die eruit voortvloeien ideeën opleveren voor de opleidingscursussen die later in het project moeten worden georganiseerd. Alle projecten worden geëvalueerd en hun sociale impact wordt gemeten. De initiatieven worden gebundeld in een gids met goede praktijken, die ruim wordt verspreid, zodat de burgerinitiatieven ook in andere gemeenten of regio’s kunnen worden georganiseerd. Naast de projecten zijn er ook opleidingen voorzien voor een eerder kwetsbare doelgroep, die doorgaans moeilijk toegang krijgt tot de klassieke opleidingen of informatiesessies over Europa en de zin van actief burgerschap in Europa. De opleidingen zijn heel interactief en worden in co-creatie ontwikkeld. De sessies gaan hoofdzakelijk over de waarden van de democratie en de pilootprojecten worden in dit kader gebruikt als instrumenten om bepaalde zaken concreet uit te voeren. Tot slot wordt een ‘train the trainer’-cursus georganiseerd voor externe organisaties. Het doel is de deelnemers van de streek na afloop van het project uit te nodigen om ‘actieve burgers’ te worden in Europa, dankzij de verkregen tools.

Achievements (FR):

C’est avec sept partenaires de projet différents (de France, de Wallonie et de Flandre occidentale) que nous avons récemment travaillé sur un projet transfrontalier de participation citoyenne, appelé « Eureka ». Si nous avons fait ce choix c’est parce que tous les partenaires, issus des trois régions, sont confrontés aux mêmes problèmes, tout en ayant chacun une approche différente. En travaillant de manière transfrontalière, l’approche de chaque organisation ne peut être que renforcée. Au cours du projet, dix actions pilotes différentes ont été développées par les différents partenaires du projet. Chaque projet portait sur une question locale et visait des citoyens en situation de vulnérabilité (comme par exemple des personnes ayant fait l’expérience de la pauvreté, des jeunes issu.e.s de l’immigration, des femmes seules,…). Les connaissances acquises dans le cadre du projet ont été partagées avec le grand public par le biais de modules de formation interactives et de conférenciers invités. De nombreux participants aux actions pilotes ont appris à se connaître lors des différentes formations. Nous avons organisé six modules de formation, axés sur la rencontre transfrontalière entre bénévoles, participant.e.s aux actions pilotes, professionnel.le.s et citoyen.ne.s engagé.e.s, issu.e.s de Flandre occidentale, Wallonie et France. Le soutien de deux interprètes a permis de faciliter les échanges entre les différentes régions. Un outil d'évaluation a été élaboré pour chaque formation (par visio ou en personne), et chaque participant à la formation a reçu un certificat de participation. Grâce à des actions pilotes accessibles à tou.te.s, les partenaires du projet ont mis en contact des groupes cibles vulnérables, ainsi que la population en général, avec l'Europe et la coopération transfrontalière. Grâce à ces modules de formation, nous avons créé une réelle rencontre transfrontalière entre les différentes actions pilotes de Flandre occidentale, de Wallonie et de France. La coopération transfrontalière ne fait que renforcer l'approche des différentes organisations ! La phase finale d'Eureka consiste à mettre en place une plateforme d’e-learning, qui rassemble sur un site web pratique et accessible un maximum d'outils, d'instruments et de témoignages issus des actions pilotes. Pour cela, nous avons mobilisé au maximum l’expertise qui a émergé lors des sessions de co-création des différents modules de formation. Pour chaque phase du site, nous avons donné la parole à un expert, également présent lors des sessions de co-création. Chaque expert s’est exprimé de manière concise dans une vidéo d’une minute, et a pu approfondir le sujet dans un texte de 500 mots. Les partenaires du projet au sein d'Eureka veulent inspirer un maximum d’organisations sociales et de gouvernements locaux des trois régions, afin de les encourager à tester leurs choix politiques et leurs décisions avec des citoyens (vulnérables), mais aussi à favoriser une coopération avec les régions frontalières.

Achievements (EN):

We recently worked with seven different project partners (from France, Wallonia and West Flanders) on a cross-border citizen participation project called “Eureka”. If we have made this choice it is because all the partners, from the three regions, face the same problems, while each has a different approach. By working across borders, each organisation’s approach can only be strengthened. During the project, ten different pilot actions were developed by the different project partners. Each project focused on a local issue and targeted citizens in vulnerable situations (e.g. people who experienced poverty, young people from immigration, single women, etc.). The knowledge gained from the project was shared with the general public through interactive training modules and guest speakers. Many participants in pilot actions got to know each other during the different training courses. We organised six training modules, focused on cross-border meetings between volunteers, participants in pilot actions, professional and engaged citizens, from West Flanders, Wallonia and France. The support of two interpreters facilitated exchanges between the different regions. An evaluation tool was developed for each training course (via visio or in person), and each participant received a certificate of participation. Through pilot actions accessible to all, the project partners connected vulnerable target groups, as well as the population in general, with Europe and cross-border cooperation. Thanks to these training modules, we have created a real cross-border encounter between the various pilot actions in West Flanders, Wallonia and France. Cross-border cooperation only strengthens the approach of the different organisations! The final phase of Eureka consists of setting up an e-learning platform, which brings together on a practical and accessible website a maximum of tools, instruments and testimonials from pilot actions. For this, we mobilised as much as possible the expertise that emerged during the co-creation sessions of the different training modules. For each phase of the site, we gave the floor to an expert, also present during the co-creation sessions. Each expert spoke concisely in a one-minute video, and was able to delve into the subject in a 500-word text. The project partners in Eureka want to inspire as many social organisations and local governments in the three regions as possible, to encourage them to test their political choices and decisions with (vulnerable) citizens, but also to foster cooperation with border regions.

Expected Results (FR): Dix actions sont prévues, chacune d'entre elle devant toucher 30 personnes : soit 300 personnes au total. Dix projets pilotes devront refléter à chaque fois une action favorisant la participation citoyenne tout en soulignant l'importance des valeurs démocratiques en Europe.

Stimuler la citoyenneté en Europe et la conscience de la valeur de la démocratie; développer des initiatives citoyennes et créer de nouvelles opportunités pour la société civile. Repêcher les citoyens fragiles qui se sentent très éloignés du politiques et ont perdu foi en leur potentiel démocratique en créant une dynamique qui favorise l'engagement social. La méthode développée grâce aux dix actions pilotes ambitionne d'être diffusée et utilisée par d'autres communes.

Expected Outputs (EN):

Stimulate citizenship in Europe and awareness of the value of democracy; develop citizens' initiatives and create new opportunities for civil society. Win back fragile citizens who feel far removed from politics and have lost faith in their democratic potential by creating a dynamic that fosters social engagement. The method developed through the ten pilot actions aims to be disseminated and used by other municipalities.

Het burgerschap in Europa en het bewustzijn van de waarde van de democratie stimuleren; burgerinitiatieven ontwikkelen en nieuwe kansen creëren voor de burgermaatschappij. De kwetsbare burgers, die het gevoel hebben dat de politiek ver van hen af staat en hun geloof in hun democratische potentieel verloren hebben, terugwinnen door een dynamiek te creëren die het sociale engagement bevordert. Het is de bedoeling dat de methode, ontwikkeld via de tien pilootacties, wordt verspreid en ook door andere gemeenten wordt gebruikt.
