Il settore produttivo impiega nelle regioni Trentino/Alto Adige, Veneto e nel Bundesland Tirol tra il 22% e il 30% dei lavoratori e genera da un quarto a un terzo del PIL nelle nostre regioni. A causa della crisi economica e della forte concorrenza dall’Asia, le imprese dei settori del metallmeccanico e della plastica ma anche costruttori di macchine ed impianti subiscono una forte pressione competitiva. Lo sviluppo di nuovi prodotti e l’aumento dell’efficienza dei processi di produzione hanno una grande importanza strategica e avvengono in cicli sempre più accelerati. Il programma “Europa 2020“ per una crescita intelligente consiglia di investire almeno il 3% del PIL in attività di ricerca e sviluppo. Mentre il Bundesland Tirol con 2,8% ha quasi raggiunto questa quota, gli investimenti nel Veneto raggiungono solo il 1,5%, in Alto Adige solo lo 0,6%. Uno studio del 2011 della Camera di Commercio di Bolzano evidenzia le tipiche barriere all’innovazione: - I costi alti e i rischi elevati degli investimenti in ricerca e sviluppo impediscono, in particolare alle piccole medie imprese, di innovare. - Il tempo a disposizione pe lo sviluppo prodotto si riduce sempre di più. - La mancanza di personale tecnico altamente qualificato per la ricerca e lo sviluppo frena l’innovazione di prodotto e processo nelle imprese. - L’attività di R&S avviene spesso in dipartimenti di grandi aziende, con poco scambio con il mondo esterno. L’importanza delle attività di ricerca e sviluppo per l’economia e la società non viene percepita anche a causa della visibilità spesso ridotta di queste attività. Questo si traduce in un disinteresse dei giovani per le materie MINT (Matematica, Informatica, scienze Naturali, Tecnica) che in futuro renderà ancora più difficile ridurre questo deficit dell’innovazione.
