Description (EN):

INNO INFRA SHARE – Sharing Strategies for European Research and Innovation Infrastructures aims at improving efficiency and impact of the policies addressed to the exploitation of Research and Innovation Infrastructures (RII) for economic and social growth. Almost all EU regions encompass strategies on RII and in most cases Structural Funds measures address this topic and invest to start new research and innovation facilities, to enhance existing ones and to improve their exploitation for the benefit of the business sector. The project aims at developing appropriate solutions to improve RII governance, management, visibility, accessibility by companies in particular SMEs and with reference to KETs, which will improve the 8 policy instruments addressed. The partnership shares the goal to exploit local assets and investigate business models for long-term sustainability taking into account also possible synergies of 2014-2020 funds (e.g. EISF and H2020). Moreover, the focus will be on networking RII and promote collaboration opportunities, also at the international level, to better unleash their potential as enabler of competitiveness and growth for both local firms and foreign users and partners, adding a market-driven dimension to the research and technology one. The partnership covers 8 European regions with common RIS3 priorities and will undertake a learning process, involving regional and national stakeholders, to get to a better understanding of the potential and needs of RII located in their areas, get advantage of successful experiences, learn from each other and share ideas and suggestions. The mutual learning will contribute to the design and implementation of 8 Action plans in respective territories to improve policy instruments performances and results, including new actions, projects, tools, governance mechanisms and networking, with the main target of increasing the number of companies accessing to RII and collaborating with research organizations.

Achievements (EN): In terms of activities, the project has organised a total of 41 policy learning events. It has also identified 18 good practices, produced 8 action plans and led to the increased capacity of 133 people.

Expected Results (EN):

The overall objective of INNO INFRA SHARE is to improve efficiency and impact of the policies addressed to the exploitation of Research and Innovation Infrastructures (RII) for economic and social growth. Several measures at EU, national and regional level have been dedicated to create, improve and develop infrastructures and facilities devoted to knowledge progress, blue-sky research, researchers training and economic impact. Such infrastructures host research groups producing results that could be brought to higher TRLs, so to exploit their market potential, both in their territory, but also in other regions and abroad. However the access to RII, the production of results with high TRLs and their economic valorization do not happen spontaneously but need to be facilitated by tools (clear offer and rules for buying services or start collaborations, management and quality control systems, IPR rules…) making infrastructures really accessible by local and international clients. Moreover, there is a need to connect offer and demand, namely research and businesses, with a special attention to SMEs, very relevant for the EU economy. Specific objectives of the project are: create an overall and better understanding of the RII located in the partners’ areas and their potential, with an in-depth mapping exercise and the definition of regional agendas with current and future needs; get advantage of successful experiences, learn from each other and share ideas and suggestions to be transferred and implemented in the partner regions, taking into consideration thematic focus related to S3; define tools and methods to improve availability of information on RII, capacities to exploit their potential and meet users needs, accessibility by third parties and international collaboration, governance/business models; involve local actors and integrate efforts and actions to implement the Action plans in respective territories and improve policy instruments performances and results.

Expected Outputs (EN):

Main outputs of INNO INFRA SHARE interregional collaboration will be: 1 common methodology for mapping local contexts in particular RII, strengths, weaknesses and needs. 8 partners’ context profiles. 16 good practices fiches, collected in an e-booklet. 1 Matrix of Priorities of the whole partnership. 8 Partners’ Stakeholders data bases, and 32 collective meetings of stakeholders (4 per partner), plus a number of additional individual meetings with stakeholders in each area. 16 Local Learning Workshops (2 per partner). 3 Study visits and 3 Interregional workshops 6/8 Peer review sessions involving 2/3 partners each. 8 Action plans . As for communication outputs, 1 communication strategy and tools/actions are planned: web site updates (with the publication of the e-booklet, news, reports, etc.); 1 poster, 1 brochure, at least 30 press releases, 1 video. 1 learning event in Phase 1 and 1 final event in Phase 2. As for the outputs of the management activities, a sound technical and financial management is expected, based in tools and methods agreed among partners, including 1 Project management Handbook (with plan of activities with GANTT, project staff references and responsibilities, internal communication rules, reporting forms, etc.) and 1 Methodology for project Monitoring. Meetings to coordinate management activities include 1 Kick off and 4 Technical meetings, 4 Steering Committee meetings for strategic coordination and guidance. In line with the general and specific objectives of the proposal, thanks to the implementation of the foreseen work plan, all partners will get to a set of results useful to improve they respective policy instruments. Specifically, they will have a more precise and detailed picture of their local ecosystem as for their RII, they will study in deep their characteristics and functionalities, strengths and weaknesses, they will have the opportunity of benchmark their ecosystems with other EU excellences. Furthermore, thanks to the learning process, the partners will get a set of suggestions and ideas based on good practices already implemented as well as tools and methods for optimal exploitation of infrastructures, to be included in each Action Plan delivered to the competent authorities of the policy instruments, to be implemented in phase 2. At the end of the project life, the RII of the involved territories are expected to increase their innovation potential and activities, through the availability of research results more close to the market, an increased accessibility to technological sites by third parties, also from abroad, the start of new collaborations, the definition of an improved governance and sound business models for actual and future sustainability. Specific attention will be paid to infrastructures connected to the local S3 and related thematic areas, enlarging impact by means of their capitalization and identifying ways to exploit synergies with other programs and funds
