Description (EN):

The agri-food sector has great potential to contribute to regional economic growth and the industrial renaissance of the EU. However, its complexity, the limited innovation and the fragmentation of the R&I resources call for a tailored combination of policy and funding instruments in order to increase R&I resources, stimulate public-private collaboration and enable the emergence of new cross-sector and cross-border value chains. Interregional cooperation based on RIS3 can enable the creation of value chains throughout the EU as well as the generation of synergies in the regions so as to prevent duplication in investment. The overall objective of AgriRenaissance is to improve regional development policies and programmes under the Investment for Growth and Jobs goal in order to increase R&I resources and capacities of the agri-food sector, stimulate collaboration and foster its hybridization. The interregional learning process will take place around three thematic areas: i) R&I infrastructure & capacities, ii) R&I public-private collaboration, iii) hybridization of the agri-food sector with other sectors within and across regions. Existing methodologies for updating the RIS3 will also be mapped, as recommended by the Committee of the Regions. The main outputs of the project will be: Method Guide, Diagnosis reports of the regional agri-food sectors, Good Practice Guide, Policy Road Map, Regional Policy Briefs and Regional Action Plans with recommendations for integration into RIS3. Stakeholders benefiting from the project will be all actors in the agri-food sectors at the regional, national and EU level: R&I organisations in the agri-food, ICT, health, biotech and environment/ circular economy areas; Industrial and service companies in the agri-food, ICT, health, biotech and environment/ circular economy; Public authorities and policy makers; Networks of interest and NGOs and consumers in general.

Achievements (EN):

In terms of activities, the project has organised a total of 34 policy learning events. It has also identified 25 good practices, produced 5 action plans and led to the increased capacity of 113 people. In terms of results, the project has succeeded in improving 4 regional development policies for a total amount of funds influenced of EUR 1,200,000. 00.

Expected Results (EN):

The overall objective of AgriRenaissance is to improve regional development policies and programmes under the Investment for Growth and Jobs goal in order to increase R&I resources and capacities of the agri-food sector, stimulate collaboration and foster its hybridization. Project specific objectives are: -Conduct regional diagnosis based on a SWOT analysis of the agri-food sectors, evaluating the existing support measures and policies and regulatory framework in three thematic areas: i) R&I infrastructure & capacities, ii) R&I public-private collaboration, iii) hybridization of the agri-food sector with other sectors within and across regions. Existing methodologies for updating the RIS3 will also be mapped, as recommended by the Committee of the Regions. -Mobilize relevant stakeholders at the regional level in the above mentioned areas in order to include their contributions in the development of the Regional Action Plans -Carry out the exchange of experience and interregional learning among project partners and regional stakeholders in the above mentioned areas -Carry out the strategic thinking processes at regional level in order to identify the relevant measures (from the interregional learning process) to be integrated into the regional policies, the activities needed for this integration, timeframe and responsible actors -Identify the synergies and complementarities between different R&I policy and funding instruments (ERDF, ESF, EAFRD, local, regional & national R&I strategies) in order to prevent duplication and design Regional Action Plans with specific funding and policy mixes for achieving innovation-driven growth in the agri-food sector. -Develop Regional Action Plans with tailored funding and policy mixes including: clarification of the motivations behind the policy objectives and measures, clear and specific objectives, an analysis of the conflicts and synergies of possible policy measures, quantified indicators, monitoring and evaluation procedures.

Expected Outputs (EN):

The main outputs expected from the AgriRenaissance project at the policy level are the following: - “AgriRenaissance Method Guide”: methodology for conducting regional diagnosis of R&I infrastructures and capacities, R&I public-private collaboration and hybridization of the agri-food sector, including the evaluation of existing support measures and policies, regulatory framework, research needs, etc. - Regional diagnosis reports of the agri-food sector of 5 EU regions. - “AgriRenaissance Good Practice Guide”: Inventory of existing support measures, methods, programmes, management and governance models, etc in the agri-food sector of 5 EU regions with a special focus on R&I infrastructure & capacities, R&I public-private collaboration and hybridization of the agri-food sector with other regional sectors. Existing methodologies for updating the RIS3 according to changes in prioritized sectors and technological domains will also be inventoried. - “AgriRenaissance Policy Road Map”: including recommendations and lessons learnt from the diagnosis, strategic thinking, stakeholder involvement and interregional learning processes. The Policy Road Map will include a thorough description of support measures and recommendations for an optimal use of policies and funding instruments in the field of R&I infrastructure and capacities in the agri-food sectors of the participating regions. This document will allow the project results to spill over to other regions. - Regional Policy Briefs for 5 EU regions, disseminating the support measures identified for enhancing R&I infrastructure and capacities in the agri-food sector, targeting the relevant public authorities and policy-makers. - Regional Action Plans as tailored packages of policy measures for enhancing R&I infrastructure and capacities in the agri-food sector of 5 EU regions. The Plans will include as an Annex a set of recommendations for integration into RIS3. Other project outputs will be: - 5 Local Stakeholders Groups with 10 people each. - 4 regional workshops per region on Phase 1 with workshop reports summarizing the main outcomes. - 5 Study Visits including Peer Review exercises and thematic workshops with 45 participants (partner and local stakeholders): 225 people. - 10 regional Dissemination Events (2 per region, 30 attendees each in S1 and S4): 600 participants. - 1 final interregional Dissemination Events (S7) with 100 participants (minimum of 20 politicians and policy-makers engaged on the Policy Panel). - 100 appearances in press and media. - 80 people (30 partner staff and 50 local stakeholders) with increased professional capacity. The main result of the project will be that policies, programmes and objectives of ERDF ROPs 2014-2020, regional policies and RIS3 of 5 EU regions related to R&I infrastructure and capacities in the agri-food sector will have been influenced by AgriRenaissance through the support of the INTERREG EUROPE programme.
