Micro, Small and Medium Enterprises (SMEs) in the BM Region experience hardships in realizing their innovative potential - markets are fragmented, transfer of know-how is under optimal levels and understanding within SMEs regarding innovations needs to be raised. The overall objective of the project is to boost transnational innovation capacity of SMEs from selected priority sectors and support them to make sustainable network formations with other SMEs from the BM region in order to share know how and develop innovations, through bringing together triple helix partners from all 5 BM countries, and equipping SMEs with relevant data, tools and systems. The project supports the first two phases in the innovation cycle - proof-of-concept and innovation development. The project will lead to: - Increased competitiveness of SMEs, specifically targeting micro companies which represent 92% of all SMEs in BG, 71% in MK and 95% in AL; '- Decreased innovations gap between EU and IPA countries by supporting know-how transfer and innovation clusters in the BM region; - Improved decision making and strategic planning on transnational level by policy makers at supranational, national, regional and local policy makers. The main outputs of the project and the benefiting parties are: -Developed new innovations statistical survey for SMEs (1) and sample of 13,500 SMEs from BG, AL, MK – policy makers -Developed Self-Assessment Tool (SAT) (1) for innovation capacity; Pilot tested SMEs with the SAT (200); Benchmarking SME reports (150), Innovation Action Plans for a sample of the pilot tested SMEs (40); Report and Guide of the Successful Innovator (2) – SMEs -Recommender system and proposed transnational innovation clusters of pilot tested SMEs (7-10) – SMEs, policy makers, research institutions -Innovations Summits (4) in BG, AL, MK and GR and Resource platform (1) – entrepreneurial ecosystem stakeholders in the BM region The approach is to include EU and IPA countries to collaborate and produce results to reduce the gap of innovation capacity of SMEs in the BM Region. Transnational approach is needed to devise the most effective innovation clusters across the region. The novelty includes: - Involving micro companies in a new statistical survey targeted at innovations in SMEs to be developed and implemented by the statistical institutes. - Free, customized Self-assessment tool which not only evaluates innovation capacity of SMEs, but also provides benchmarking against statistical industry average data. - Recommender cluster system for transnational innovation clusters. The added value is increased knowledge and understanding within SMEs of innovations capacity, facilitation in attracting external innovations and funding and boosted innovations capacity through clusters. The project partners will ensure funding and commitment for the sustainability, transferability and durability to the main outputs.

Expected Results (EN):

Expected results (ER) are linked to the PSOs and Programme indicators: - ER 1. Increased knowledge and understanding within SMEs regarding their innovation capacity ER1 is key to untapping innovation potential that has not been realized yet - increased SME knowledge and ability to develop/attract innovations based on innovation Action Plan which will be open and available through the project webpage to all SMEs in the 5 countries. ER1 supports the Programme Indicator - SMEs will be more prone to introduce product/process innovations. - ER 2. Increased SME competitiveness by Supporting SMEs without discrimination, with data, tools and system of high quality and relevance for boosting their innovation capacity. Relevant statistical data, SAT and Recommender cluster system provide SMEs with the toolkit to plan and develop effective innovations. This expected result is directly linked to the Programme result indicator in SO 1.2 - SMEs introducing product/process innovations. '- ER 3. Decreased innovations gap between EU and IPA countries by supporting know-how transfer in the BM region. Know-how transfer is supported through the recommendation of innovation clusters on transnational. In this way SMEs will bring varioius expertise in the newly formed entities and this will result in quicker and more effective product/process innovations. - ER 4. Improved decision making and strategic planning at government level by providing data, tools and system of high quality and relevance on transnational level for use by supranational, national, regional and local policy makers. Data, tools and systems may be used by policy makers on all 4 levels in order to provide adequate policies to spurr innovations. In addition, more than 13,500 SMEs will collaborate with research institutions, NGOs and public bodies so as to boost innovations capacity within SMEs so as to introduce product/process innovations.

Expected Outputs (EN):

Project Outputs per WP and the specific objectives are: WP 1: See Section D. Budget. WP 2: -Project resource platform (1); -Events: Opening conferences (1) and Innovation Summits (4); -Newsletters for events (5); -Print materials: SAT and Application Guide in local language (500), Booklet of the Successful Innovator in English (125) and Local Languages (500) - PSO1, 2, 3. WP 3: -Information needs analysis report and List of Indicators (1); -Workshop-development of Questionnaire and methodology (1); -Questionnaire and methodology, incl. software for e-Questionnaire for the Statistical Survey and SAT (1); -Collected and processed data for each country (3); -Dataset with matched records from the SAT and the statistical survey and tabulation (3) - PSO2, PSO3. WP 4: -Best practices analysis report (1); - SAT (electronic) and Guide (2); - Benchmarking Reports per SME (150), per country (3) and transnational (1); - Criteria and assessment methodology (1); -Innovation Action Plans (40) - PSO1 'WP 5: - Recommender system for innovation clusters (1); - Report on the recommended Innovation cluster of pilot tested SMEs on transnational level (1) - PSO2 WP 6: - Report on the analysis of transnational enabling factors for innovation implementation in SMEs (1); - Booklet of the Successful Innovator (1) - PSO1,2,3. The correlation between the Project outputs and Programme specific objectives is very high. Project outputs are aligned with promotion of integrated territorial development by joining BM partners to collaborate for a more competitive BM area through the development of comparable innovation datasets for 3 countries, unified SAT for benchmarking and development of universal cluster recommender system that will facilitate networking and know-how sharing effects between the countries. In this way tapped innovation capacity on the national level may be unleashed through the development of transparent and relevant information and formation of transnational innovation clusters.
