Description (EN):

One of the basic energy objectives of EU is to decouple energy consumption from economic development. To meet the challenge the EU is setting specific energy efficiency and carbon emission goals for the years 2020, 2030 & 2050. The long term goal (2050) is to achieve a reduction of the CO2 emissions to 85% with respect the 1990 levels. The project aims to facilitate the implementation of the EPBD by defining the characteristics and Standards for Zero Energy Hospitals in the South Balkan region. Thus, will contribute towards improved energy efficiency in the building sector. Hospital buildings are considered complex systems as they are hosting several energy intensive functions (HVAC under strict comfort conditions, high HOT Water demand, Kitchen facilities, etc.). There is considerable work in EU on the definition of near Zero Energy residential buildings, offices and hotels but not for hospital buildings. The partnership covers all 5 eligible nations with partners from the academic sector, an energy center that emphasize on promotional activities for EE and RES and provides consultation services to governments and 2 IPA organizations with expertise in local development actions with regard EE & RES. Both IPA organizations are experienced with EE and RES applications in to building structures. The academic partners have undertaken specific actions in designing ZEB for complex buildings such as Museums in GR (strict internal comfort conditions) and a University Laboratory Building in CY. The expected outputs are summarized as 1) produce benchmarks and design guidelines for ZenH, 2) Improve the technical capacity of professional groups and government officials towards the ZE buildings notion and 3) prepare detail analysis including technical standards & tender documents for 7 hospital buildings that will be ready to seek financial tools for their implementation. The methodological approach is to work on a joint implementation approach for the development of robust retrofitting design tools that could adapt o regional climate & RES potential characteristics. The partners will derive primary data from energy audits and use data from existing Building Data Hubs to support the production of proposed tools. The work on tools development will be implemented in transnational work groups and expertise will be sought throughout the region of project application. All the capacity building events will be open to remote participants to maximize their significance. Nontechnical government officials is a crucial target group for the transferability of the produced results and will be invited to participate in the policy and planning meetings of the project (KO, midterm & final meeting). The added value is the training of building professionals to new concept and technical approaches that will advance the impact of the EPB Directive on other building sectors with regard the concept of Zero Energy Buildings.

Expected Results (EN):

The project will produce the following tangible results: • 27 short energy audits with interviews with the managerial and technical staff of hospitals (8 in each GR and BUL, 5 in Cyprus, 3 in each Albania and FYROM) on a preselection stage following open call selection procedures and according to specific criteria as mentioned in B 1.3. • 27 short energy audit reports. • 17 standard energy audits of public and private hospitals (5 in each GR and BUL, 3 in Cyprus, 2 in each Albania and FYROM) selected from the previous 27 hospitals fulfilling specific criteria. • 17 energy audit reports. •Prepare Benchmarks (modular technology based units) that can be used in the design of nZEn Hospitals. Case studies will be assessed. • Theoretically test the benchmarks in 7 hospitals (2 in GR and BUL, 1 in Cy, Alb and FYROM), assessment of consumptions levels (simulations). These pilot case studies will lead to specific technical solutions that could also be transferable to other type of buildings. • Implement 5 capacity building activities open to relevant audience that will be selected on a merit –based procedure due to a certain attendance capacity of the sessions. • One handbook on ZenH that includes technical guidelines, promising and financial affordable Energy Efficient and Renewable Energy technologies and design examples that many of its sections can also be applicable to other building categories. This is the contribution to the development towards nZEB. • International Conference on ZenH open to audience. • 18 articles on Zero energy buildings and/or hospital in local and national press. • Hospital consumption profiles in at least three building data hubs (CRES, ENTRANZE, BPIE). • 6 technical reports (4 in WP4 and 2 in WP5) public available. • 18 articles on Zero energy buildings and/or hospital in local and national press • Hospital consumption profiles in at least three building data hubs (CRES, ENTRANZE, BPIE) • 6 technical reports (4 in WP4 and 2 in WP5)

Expected Outputs (EN):

The proposal was prepared by all partners under the coordination of DUTH (D1.1) The consortium will provide all efforts necessary for the efficient administrative and financial management of the project. An inception report, 3 midterm reports and a final report (D1.4) will follow within two weeks after the project’s meetings and will provide precise information on technical achievements within approved financial constraints (D1.2, D1.3). It should be emphasized that project outputs will support establishment of nZEB in a broader sense. Modular type tools developed could be transferable to other building categories. Project events will be open to all professional groups affected who will be selected on a merit-based procedure due to certain session’s capacity. The produced training sessions and tools would be available to all through project’s website and partners’ websites. The project will approach all relevant stakeholders to ensure cooperation and acceptance of project procedures.The project partners will cooperate with national health authorities in hospitals selection. Open call to all hospitals will be made and selection will be based on the following principles: • Coverage of different climatic zones in the country. • Represent different hospital building typologies (according to construction characteristics, construction year, etc). • Average size of hospital buildings. • Distribution between old and new buildings. The objectives are related to the outputs of the project as follows: SO1: Report on Benchmarking D5.2 SO2: Dissemination strategy, deliverables D2.1, D2.2, D2.3, D2.4 SO3: Deliverables D3.4, D4.4, D5.3 SO4: D3.1, D3.2, D3.3, D2.3 SO5: D2.4, D2.5, D6.1, D6.2, D6.3, D.6.4, D.6.5. The capacity building of hospital administrative and technical staff will also be advanced by attending the project’s midterm meetings (D1.3).
