Description (EN):

The Atlantic Area presents high exposure to climate change. Increased intensity and frequency of storms, drought and flooding, altered hydrological cycles and precipitation variability have implications for the agriculture sector. There are huge uncertainties in the way climate change will directly and indirectly affect agricultural and food systems. The RISKAQUASOIL project aims to develop a comprehensive management plan for risks in soil and in water to improve the resilience of the Atlantic rural areas. Through transnational cooperation, the project partners will combat the adverse effects of the climate change, especially on agricultural lands. This integral plan will entail three stages linked to the three specific objectives: (i) early warning and diagnosis: testing new low-cost remote techniques to measure and forecast the local impact of different meteorological phenomena. These techniques will provide accurate data that will result in a better early detection system in rural areas. Diagnosis activity will be enlarged with climate scenarios and forecasts and the improvement of climate information services to farmers; (ii) implementation and adaptation: developing several pilot actions in agricultural lands that will permit a better soil and water management taking in to account the risks associated to climate change; (iii) capacity building and dissemination: training and commitment of local communities and farmers for an increasing capacity building, information and cooperation in risk management and damage compensation systems. In summary, the project will contribute to a better coordination for the detection, risk management and rehabilitation for rural territories (maritime and terrestrial areas), especially for agricultural purposes, mainly associated to climate change and natural hazards but also to human pressure.

Achievements (SQ):

Results achieved: From Risk AquaSoil research, it was possible to determine that climate change is still conveyed to lay audiences through hyperopic narratives, in which climate-related risks are described as distant issues, at a temporal, spatial, social and hypothetic level. Moreover, traditional forms of communication tend to privilege the academic and decision-makers’ narratives, dismissing the role of citizens at participating in climate change mitigation and adaptation processes. Altogether, the actual communication praxis may well contribute to the social inertia regarding climate change. Results from this study demonstrate that innovative forms of communicating climate change, based on exposure, experiential processing and emotional appeals seem effective at triggering climate cation, by fostering an individuals’ attitude change towards environmental issues.

Expected Results (EN): Contribute to a better coordination for the detection, risk management and rehabilitation for rural territories (maritime and terrestrial areas), especially for agricultural purposes, mainly associated to climate change and natural hazards but also to human pressure.

Expected Outputs (EN):

• 17 pilot actions implemented involving the use of remote sensing technologies for soil, water and air for the early warning and risk management and the application of innovative management practices related to soil and water; • Technical and scientific publications, including: climate change adaptation and risk prevention in the Atlantic rural areas; remote sensing techniques application; best practices in soil and water management for agricultural purposes; elaboration of climate change scenarios; • 13 policy, strategy and operational instruments including the creation of an Atlantic Climate Change Lab (ACCLab) working as a think-tank in the project territories will also contribute to influence regional polices in view of improving the resilience to climate and nature changes; the joint Action Plan for Atlantic Risk Management associated to climate change and agriculture; • Actions for the dissemination and capitalisation of results: Transnational conference, local dissemination events, workshops and training actions; • Benefit of around 400.000 people from both flood and fire protection measures to increase the resilience and reduce the economic and environmental impacts.
