The project ‘Culturally Sensitive Tourism in the Arctic’ – ARCTISEN – develops a support system for start-ups and existing small and medium-sized enterprises offering innovative tourism products and services. Expanding tourist interest in the Arctic brings unforeseen opportunities to maintain local livelihoods and lifestyles. The project partners in Finland, Sweden, Norway, Canada and Denmark/Greenland highlight the pressing demand for new tourism products and services that draw on the rich natural and cultural resources of the region. Simultaneously, limited knowledge of indigenous and other local cultures in Northern communities calls for more open and sensitive dialogue among different tourism actors. The transnational cooperation among project partners produces a support system that consists of the following three components: 1) toolkits and online courses that enhance tourism companies cultural sensitivity, digital, product development and business innovation capacities, 2) cluster of culturally sensitive tourism enterprises across the programme area, 3) co-creation of new tourism products, services and business innovations. The project introduces sensitivity as a core value that guides the project activities from benchmarking to test visits, workshops to online courses. These activities will help tourism start-ups and small and medium-sized enterprises to turn their place-based opportunities into economically viable tourism businesses. The novelty of ARCTISEN lies in enabling and supporting entrepreneurs to craft culturally sensitive tourism products in close cooperation with a wide range of tourism practitioners and scholars across the programme area. Through transnational tourism cluster, the project contributes to a more positive business climate for tourism companies – and to making the participating regions more economically robust and versatile in general.

Expected Results (EN): Conditions for start-ups in remote, sparsely populated areas

Expected Outputs (EN):

The main result of the project is improved entrepreneurial business environment for culturally sensitive tourism. This gives better conditions for tourism start-ups and SMEs in Arctic areas and has a positive contribution to the programme result. Together, the project partners will create products and services in order to bring positive change to the entrepreneurial environment for tourism start-ups and SMEs. ARCTISEN brings a wide range of desirable results from their perspective: The project contributes to inclusive and responsible development by encouraging tourism entrepreneurship among previously underrepresented or misrepresented groups. While acknowledging the previous forms of culturally insensitive tourism, the project will raise awareness related to, for instance, the sensitive use of cultural symbols and traditional livelihoods in tourism development together with culturally sensitive product development. By doing this, the project creates better opportunities for Indigenous tourism entrepreneurs to utilise their cultural heritage in creating successful tourism products. The main result will be achieved by improving and increasing transnational contacts, networks and cooperation among different businesses and organisations. Improvement of business environment will also result in concrete products and services, locally and transnationally designed, that support the capacities of start-ups and SMEs to develop sustainable, competitive and attractive tourism businesses drawing on place-based opportunities. The envisaged outputs include toolkits for stakeholders for developing, promoting and consuming culturally sensitive tourism. The purpose of these products is to transfer knowledge on culturally sensitive tourism between countries and regions. The emergence of culturally sensitive tourism products will diversify local economies and attract new visitors to the area, making tourism a more viable and attractive source of livelihood for people living in Northern communities and also better conditions for local companies. The project activities focus on: - Creating improved understanding of the current situation of culturally sensitive business environment. - Delivering online courses and toolkits that start-ups and SMEs can use in their culturally sensitive tourism business development by enhancing their culturally sensitive, digital, product development and business innovation capacities. - Transnational and regional workshops, benchmarking and co-creation of new culturally sensitive tourism products, business solutions and networks. With reference to environmental sustainability, ARCTISEN’s partners are committed to looking for possibilities to raise visitors’ awareness about the scale of climate change in the Arctic and to prolong their stay instead of increasing the number of visitors to the area. It is also important to offer products that are based on culture, which are not so fragile to be cancelled due to climate reasons.
