Results coming from previous experiences demonstrate that approaches where the community is involved are a very effective way of delivering more effective public services that respond to real demands. Nevertheless, additional factors should be considered to address the challenges faced by the NPA regions. Among them we identify: Need of establishing a wider range of user-friendly channels for the community to access and participate in the co-production process. There’s not one solution that fits everybody. Exploration of new models based on cooperation and open shared solutions to ensure quality and sustainable services. Opportunity to introduce new emerging technologies assisting the public services provision and test their impact and viability within this changing landscape. EMERGREEN addresses these challenges by bringing new innovative models for participative, user-centred, quality and sustainable public services aiming greener communities. 7 partners coming from 5 NPA regions will cooperate following an open and innovative approach underpinned by: The introduction of new emerging technologies. The exploration of new business models for public services provision in remote areas. We will seek for suitable models based on shared solutions and more intense use of new technologies. A common approach involving the relevant stakeholders will be followed by the partnership to test different emerging technologies in the provision of green growth type of public services in the 5 participating regions including marine litter and zero waste circular management, green growth advisory services, intelligent green participation and data story telling of green energies service. A transnational platform making the services accessible on a transboundary basis will be set up with the vision to be expanded and host other technology-led public services from other NPA regions and service areas.

Expected Results (EN): Awareness and attitudes among health professionals towards the use of eHealth technologies

Expected Outputs (EN):

The main project result will be 5 NPA regions with enhanced capacities to provide quality and sustainable public services addressing the challenges that their current configuration is presenting to them. This enhanced capacity will be applied in first instance in a set of public services that will allow them to foster greener communities making a better use of their resources. In doing so, the project will focus in the introduction of new technologies and open innovation processes in the public services provision from the threefold dimension explained before. In the short term this will bring a series of implicit results sought by the programme, namely: 1) An increased openness from the public service providers to introduce new innovative approaches that will lead into more responsive and effective public services delivery. The project will make a significant step in the current way the public services are provided. 2) A behavioural change in the participating communities where they will be empowered and feel a key part of the solution. 3) An increased level of preparedness for communities, making the most of available knowledge and technologies at transnational level. The constant focus in seeking for available solutions and models to share them will allow the communities to manage the available resources. In the medium and long term the project will serve as demonstrator testing new technologies and approaches that will ease the future adoption by other regions and the expansion into other public service areas. The new technologies presented in EMERGREEN, the open innovation approach and the new business models sought have a huge potential and are susceptible to be replicated into other fields. Finally, the cooperative and open model followed will facilitate the access and provision of a wide range of services on a transnational basis allowing the public service providers from remote NPA areas to both, promote their services and allow their communities to benefit from other ones unexisting in their area. Although the project directly contributes to the results expected under the specific objective 1.2, i.e. introducing significant innovations in the provision of public services in remote areas, the qualitative contribution is neutral in relation to the concrete programme result indicator “Awareness and attitudes among health professionals towards the use of eHealth technologies”, since the service areas that will be tested in the project are focused in green growth and not in the health field. Nevertheless, as it’s being explained, outputs and results from the project are expected to contribute to long term effects by, for example, expanding them into other service areas where health is identified among the partners as one of their priorities with high potential of application.
