Description (EN):

Start-ups are key drivers of innovation and therefore future prosperity of Central Europe. Despite the availability of new financing schemes, there is still a financial gap, which is between 3Fs (Friends, Family Founders) and VC (Venture Capital). This gap is usually from 75.000 € to 1.000.000 € for single investment to the start-up. Good practice (i.e. from U.K.) shows, that one of the best responses is the establishment of public-private co-investment scheme, where Providers of public leverage invest together with the groups of Business Angles to Start-ups. Such schemes are called Angel Co-Investment funds (ACIFs) However, in participating territories, the ecosystems are not mature enough to build such structure. CE-Connector aims to change it, by raising numbers of Business Angels and their investment competencies, building sustainable linkages among them, their linkages with Providers of public leverage, Industry and also among the ecosystems of participating territories. Such up-scaled ecosystems will become ready for facilitation and pilot operation of CE-Connector ACIFs. Each of them will invest in Start-ups relevant to 2 selected Strategic segments of territorial RIS 3. During the Pilot operation, there will be 18 Start-ups invested, while each investment will be realized by Angel group (at least 3 Angels), together with the Provider of public leverage. Angel groups provide 75% and Public providers 25% of each investment. Facilitated CE-Connector Network will further enable transregional co-investment and enable Start-ups from other segments to seek for funding by ACIFs from other territories. Project activities will be a catalyst for sustainability of ACIFs, their further upscale and further development of all ecosystems. Ecosystem Builders, together with Providers of public leverage from 6 CE territories and Business angels associations (including European Business Angel Association) joined forces to achieve the project’s change.

Achievements (EN):

Start-ups are key drivers of innovation and guarantee the future prosperity of central Europe. Despite the availability of new financing schemes, there is still a financial gap between the “3Fs” (friends, family, and founders) and venture capital. One solution is enhanced cooperation between public providers who leverage investments and groups of business angles and start-ups. The CE-Connector project helped to increase the number of business angels and improve their investment competencies. It built sustainable linkages among them and strengthened linkages with providers of public leverage, industry and also among the ecosystems of participating territories. Such ecosystems will facilitate and pilot investments in start-ups, which are relevant for two selected strategic segments of territorial smart specialisation strategies. The new CE-Connector network will further enable transregional co-investment in start-ups and enable start-ups from other segments to seek funding from other territories.

Expected Results (EN): R 1.1 Status of linkages among actors of the innovation systems achieved through transnational cooperation in central European regions.

Expected Outputs (EN):

As a result, the project will create sustainable linkages among Business Angels inside of territorial ecosystems, their linkages with Providers of public leverage, Industry and last but not least, create sustainable linkages among the ecosystems of participating territories. In the participating territories, the change is quite significant. It creates the environment, where the individual investing is up-scaled to a higher volume of investment, thanks to co-investing. As next level of the change, there will not be only private actors investing together, but there will be enabled private-public co-investment in the ecosystem. And this is not yet all. As the next level, the transregional dimension will be added, while Angel groups will be created by Business angels from more than 1 territory. This fundamental change is perfectly aligned with the result, which program seeks to achieve. Co-investment, even transregional and even involving private and public co-investors is a perfect sample of real, functional new linkages created in the territorial ecosystems and among them. Additionally, it targets start-ups from selected 2 strategic segments for each territory, which are listed in respective RIS3, to strengthen the industrial segments of excellence. Practical dimension of the result is the availability of the new innovative financing scheme for highly innovative Startups, which is closing the financial gap of the investment between 75.000 euro and 1.000.000.
