Description (EN):

Due to its topography, the Alpine Space (AS) area is characterised by many small local electric grids weakly connected to the upstream grid which are highly exposed to black-outs due to natural disasters that cut electric grid lines. In these areas a more resilient energy system is needed. On the other hand, the Alpine area has a high potential for low-carbon electricity generation from renewable sources and for local energy storage. ALPGRIDS aims to create a transnational enabling environment as precondition for the development of microgrids by addressing regulatory issues (grid regulations, data security, energy consumer rights) and organizational-business challenges (feasibility, organizational structure). The project will build on the alpine assets: biomass availability, hydropower storage, green-tech clusters, autonomous local electricity producers/distributors and citizen energy communities. A microgrid is a small-scale electricity grid. It can operate autonomously or connected to the main grid and groups several energy stakeholders. The capabilities of a microgrid lead to better resilience and sustainability and to lower costs of energy. Microgrids can contribute and lead to low carbon communities, increased autonomy and higher local employment. ALPGRIDS will use already existing technological solutions to develop a general concept of a microgrid as the creation of a resilient, innovative and partially autonomous energy system. To ensure the effectiveness of the projects outcomes as foundation for policy statements; real data from Alpine regions will be gathered and simulations of microgrids will be carried out under various conditions. ALPGRIDS will provide Alpine territories and communities with the instruments they need to implement microgrid projects: an Alpine Microgrid business and governance Model, a Microgrid Policy Package and a Microgrid Replication Guide.

Achievements (EN):

Alpine Microgrid Model: The Alpine micro-grid model aims at contributing to the development of a shared understanding of Microgrids and their potential role for supporting the energy transition and the implementation of local Energy Communities in the Alps. Through the description of 7 pilot projects implemented by ALPGRIDS, this guide provides information on Microgrid solutions supporting collective energy actions implemented by Local Energy Communities in the Alps. The guide is mainly targeted at local energy communities and local public authorities willing to experiment and deploy microgrid solutions. Microgrid Policy Package: This guide provides concrete elements for policy makers to help with the design of supportive policies and instruments for Local Energy Communities (LEC). Through a detailed set of information based on the experience gained by the Partners of the ALPGRIDS Project, the reader is guided on the basis of step-by-step support on how to design supportive energy policies and plans at regional and local levels. The policy package is mainly targeted at regional and local policy makers. Microgrid Replication Guide: The replication program has been based on 13 bi-lateral exchanges designed to support target groups (emerging energy communities, local public authorities and energy agencies) in facilitating the setting up of energy communities and microgrid solution projects. This guide describes the results and findings of the replication activities and provides guidance for further replication in other Alpine territories. The replication guide is mainly targeted at regional and local public authorities and energy agencies in the Alps.

Expected Results (EN): Level of Implementation of low carbon policy instruments

Expected Outputs (EN):

The main project result is the creation of a favourable environment to foster the deployment of microgrids thus supporting the creation of Citizen Energy Communities and increasing RES uptake in Alpine territories. In the programme area, the project will provide the following changes: better awareness and understanding of microgrid solutions; creation of enabling policy instruments; more resilient territories and market opportunities for microgrids, thus contributing to increasing the level of implementation of low carbon instruments.
