Description (EN):

The objectives of the project are related to development and promotion of the cross-border tourism at a qualitatively advanced level for achieving mutual socio-economic benefits by the local communities in the Black Sea Basin on the Danube sector Galati-Cahul-Reni. The project has an integrated approach addressing the tourism sector directly through the first GA "Elaboration of programs and materials for the development of cross-border green tourism" and the policy-making sector through the second GA "Joint activities to strengthen the capacities of stakeholders". The project activities are focused on the development of a policy-making sector and the creation and consolidation of a cross-border touristic cluster between Cahul (Moldova), Reni (Ukraine) and Galati (Romania), which would stimulate the development of the cross-border tourism, including the green one, and would increase the quality of tourism services, increase the number of tourists in the region and consequently improve the quality of life of the communities from the regions. The goal of the first GA is to develop and implement the “soft” components, research activities and development of materials (touristic guide; study of the good neighborhood; touristic informative brochure; joint cross-border program for tourism development; 3 cross-border touristic routes). The 2nd GA aims to develop and implement the “hard” components, activities to strengthen capacities of stakeholders of the project (trainings, workshops, study visits, festivals, documentary film, launching and strengthen the touristic cross-border cluster for touristic service providers and public authorities). In this context, the project has a clear impact on boosting the development of cross-border tourism in the targeted regions, due to the involvement of the most influential actors in the mentioned regions (regional public authorities, economic agents, civil society, universities) which will help to establish an attractive business environment for tourism, cross-border policy improvements and the establishment of an effective dialogue platform between institutions and from person to person at cross-border level. The project will create optimal conditions to develop green tourism and launch of cross-border mechanisms (tourism cluster, cross-border tourism program, tools to promote touristic potential in regions, promotion of good practices in green tourism, dialogue platforms, etc.), thus contributing to the consolidation of prosperity, stability and security in the Black Sea Basin. As a result, the project will provide an advanced level of cross-border cooperation in a security-insecure area to the EU's external border, contributing to the achievement of the ENI objectives of establishing and developing a common prosperity and good neighborhood between EU Member States and non-EU countries.

Expected Results (EN): R 1.1 Strength of cross-border business opportunities in the tourism and cultural sectors

Expected Outputs (EN):

The current situation in the tourism field shows that three targeted regions (Cahul, Reni and Galati) have a considerable potential for tourism development, in particular the green tourism such as UNESCO heritage natural areas. But the level of capitalization of this potential is rather limited, and both the tourism service providers and authorities have insufficient capacities of tourism development and do not fully exploit the cross-border opportunities. However, as district authorities admit, touristic patrimony is not sufficiently promoted and the number of tourists visiting localities in these districts does not live up to decision makers’ expectations, these regions are somehow neglected by the potential tourists. The project will directly contribute to programme expected results and result indicator. This will be reflected in achieving the following results: 1. This first main result will contribute to the increased visibility of the target regions and the number of tourists through promotional activities, organization of festivals, development of tourist routes. 2. The setting-up of the cluster, development of the joint papers (guide, brochure etc.) will conduct to the second main result which is the strengthened capacities and increased the number of tourism service providers from the target regions. 3. The third main result refers to the increased level of understanding and management skills of local and regional authorities from targeted regions on supporting the tourism services providers. These will be achieved through developing efficiently cross-border tourism policies which will be found in the joint cross-border programme. 4. The fourth result is linked to the improved quality of touristic services in the context of cross-border cooperation in the target regions. This will be achieved through exchange of experience, takeover of best practices, models of success, including didactic materials (guide, touristic routes etc.).
