Description (EN): The climate is effective across borders, our behavior is more local and regional. The E&C Toolbox project makes the need for cross-border coordination and cooperation in energy and climate strategies / measures visible. E&C Toolbox links existing methods and instruments for local and regional, public organizations of energy and climate-relevant strategies and measures. Selected E&C instruments such as SEAP, SECAP, energy register, energy performance certificate, energy balance sheets, eco-profit analysis, etc. (= E&C Toolbox) for development, planning, implementation and monitoring are used for the sustainable use of energy supply systems and climate-neutral measures in the areas of housing, business and mobility to achieve national and European climate goals through cross-border cooperation between small towns in AT and HU. With the E&C Toolbox project, selected, most suitable E&C methods and instruments are used in the model cities of Weiz (A) and Lenti (HU). Spatial and regional planners, cities and communities, business and service providers for energy and climate systems and ultimately the population and environment of the project region benefit from this real application of the E&C Toolbox instruments. The E&C instruments are recorded from the project region 24CityCooperation and selected EU regions, analyzed for cross-border use and used as a model. The results will be published through suitable events and digital information channels. The innovation consists in the use and synergetic linking of existing knowledge to practical applications for cities, economy and population to pursue the goals of the European Green Deal. Measures coordinated regionally and across borders can have very positive effects for the bilateral region AT-HU. This project wants to demonstrate this in practice.
Read more Description (HU): Az éghajlat nem ismer határokat, az emberi cselekvés azonban csak egy adott településre vagy térségre terjed ki. Az E&C-Toolbox projekt rávilágít arra, hogy elengedhetetlen az energia- és klímastratégiák, intézkedések országok közti leegyeztetése, közös kidolgozása.
A projekt az energia- és klímastratégiák, akciótervek helyi, regionális közintézmények számára releváns, rendelkezésre álló módszereket, eszközöket gyűjti és kapcsolja össze.
A fejlesztést, tervezést, megvalósítást és monitoringot szolgáló, konkrét E&C eszközök, pl. SEAP, SECAP, energiakataszter, energetikai tanúsítvány, energiamérlegek, ökoprofit analízis stb. (=E&C Toolbox) alkalmazására kerül sor. A cél a gazdasági és lakóépületek, valamint a közlekedés energiaellátásának és a klímasemleges intézkedések fenntarthatósága, valamint a nemzeti és európai klímacélok elérése. Erre irányul magyar és osztrák kisvárosok határon átnyúló együttműködése.
A projekt keretében az arra leginkább alkalmas EC eszközök megvalósítására kerül sor Weiz (A) és Lenti (H) modellvárosokban. A gyakorlatba történő átültetésből a területfejlesztők, települések, gazdasági szereplők, az energia- és klímaszektor szolgáltatói, valamint a projektrégió lakossága és a környezet profitálnak.
Az E&C eszközök a 24 város szövetsége projektrégióból és egyéb, kijelölt EU-régiókból kerülnek összegyűjtésre. A határon átnyúló alkalmazás szempontjait figyelembe vevő elemzést követően modell jelleggel történik az átültetés a gyakorlatba. Az eredmények rendezvények és online csatornák útján kapnak nyilvánosságot.
Az innováció a kommunális, gazdasági és lakossági alkalmazással kapcsolatos meglevő ismeretek realizálásában és szinergiájában rejlik, melynek célja az Európai zöld megállapodásban vállaltak teljesítése. A régiók és országok közösen egyeztetett intézkedései kedvezően hatnak az osztrák-magyar határtérségre. A projekt ezt hivatott a gyakorlatban igazolni.

Das Projekt E&C Toolbox macht die Notwendigkeit für grenzüberschreitende Abstimmungen und Zusammenarbeit bei Energie- und Klimastrategien/-Maßnahmen sichtbar.E&C Toolbox vernetzt bestehende Methoden und Instrumente für lokale und regionale, öffentliche Organisationen von energie- und klimarelevanten Strategie- und Maßnahmenpaketen. Ausgewählten E&C-Instrumenten wie SEAP, SECAP, Energiekataster, Energieausweis, Energiebilanzen, Ökoprofitanalysen, etc. (= E&C-Toolbox) für die Entwicklung, Planung, Umsetzung und Monitoring werden für den nachhaltigen Einsatz von Energieversorgungssystemen und klimaneutralen Maßnahmen in den Bereichen Wohnen, Wirtschaft und Mobilität zur Erreichung der nationalen und Europäischen Klimazielen durch grenzüberschreitende Zusammenarbeit von Kleinstädten in AT und HU eingesetzt.Mit dem Projekt E&C-Toolbox werden ausgewählte, bestgeeignetste E&C - Methoden und Instrumenten in den Modellstädten Weiz (A) und Lenti (HU) praktisch eingesetzt. Von dieser realen Anwendung der E&C-Toolbox-Instrumente profitieren Raum- und Regionalplaner, Städte und Gemeinden, Wirtschaft und Dienstleister für Energie- und Klimasysteme und letztlich die Bevölkerung und Umwelt der Projektregion. Die E&C Instrumente werden aus der Projektregion-24CityCooperation- und ausgewählten EU-Regionen erfasst, für den grenzüberschreitenden Einsatz analysiert und modellhaft eingesetzt. Die Ergebnisse werden durch geeignete Veranstaltungen und digitale Info-Kanäle veröffentlicht. Die Innovation besteht in der Nutzung und synergetischen Verknüpfung von bereits bestehendem Wissen zu praktischen Anwendungen für Städte, Wirtschaft und Bevölkerung zur Verfolgung der Ziele des European Green Deals. Regional und grenzüberschreitend abgestimmte Maßnahmen können sehr positive Auswirkungen für die bilaterale Region AT-HU haben. Das will dieses Projekt praktisch unter Beweis stellen.
