L’obésité est un problème important dans la zone FCE; des taux élevés coïncident avec des taux de chômage élevés. Un sondage Gallup montre que plus longtemps une personne est au chômage, plus le taux d’obésité est élevé, avec des taux pouvant atteindre 32,7% après 1 an de chômage. Cela se reflète dans les statistiques locales: alors que le taux de chômage national en France est d’environ 10%, la région HdF est la plus touchée avec près de 13%. Les taux d’obésité y dépassaient 20% en 2016, soit 6 points de plus que la moyenne française. Selon un rapport ONU, 1/4 des adultes britanniques sont obèses. 63,1% des habitants du Sud-Est RU & 62,7% du Sud-Ouest sont en surpoids. Les aliments frais, locaux & sains sont souvent associés à un prix plus élevé & à une cuisson plus compliqué. ASPIRE ciblera la population de chômeurs obèses/en surpoids de la zone FCE, en utilisant la production alimentaire comme moyen de renforcer la sensibilisation & réduire le poids, augmenter l’estime de soi & améliorer l’employabilité à travers de nouvelles compétences & expériences professionnelles. La TFA a déclaré que les entreprises horticoles britanniques font état d’un manque considérable de personnel, tandis qu’un article dans La Croix souligne également les difficultés de recrutement dans les secteurs de l’agriculture & de l’hôtellerie en France. ASPIRE améliorera la qualité & l’efficacité de la prestation de services pour les populations défavorisées en coordonnant des modes de vie sains & une voie d’accès à l’emploi. Le partenariat utilisera son expertise dans la mise en place/la gestion de programmes de perte de poids pour s’engager de manière appropriée. ASPIRE innovera de 3 manières différentes: (1) le 1er projet transfrontalier à traiter l’obésité & le chômage de manière globale & non comme deux questions distinctes; (2) il utilisera la production alimentaire comme moyen d’information & d’amélioration des compétences pour faire face aux 2; & (3) en utilisant les méthodes d’engagement uniques de ses partenaires, le projet travaillera avec la population locale afin de créer une réponse basée sur les besoins, impliquant les personnes de tous âges, afin de garantir des résultats à long terme pour: (1) un nouveau modèle de prestation de services associant un poids sain & l’employabilité & (2) un réseau de centres axés sur l’alimentation qui s’attaquent au chômage & à l’obésité. 50% de participants réduiront leur poids & 10% passeront d’une condition d’obésité à non-obésité. 80% des participants franchiront au moins 1 étape sur l’échelle d’employabilité & 40% au moins 2. Le travail transfrontalier est essentiel au succès d’ASPIRE : les Français ont une approche communautaire réussie qui permet aux personnes dans le besoin d’être soutenues par un réseau familier & les Anglais ont une expertise en matière de diffusion & de bénévolat, ce qui leur permet d’atteindre plus de personnes

Obesity across the FCE area is a significant concern; high levels of obesity coincide with high rates of unemployment across the zone. A Gallup poll shows that the longer a person is unemployed, the higher the rates of obesity, with rates reaching up to 32.7% after a year or more of unemployment. This is reflected in local statistics: whilst the national unemployment rate in France is around 10%, the Hauts-de-France region is the worst affected at nearly 13%. Obesity rates there exceeded 20% in 2016, 6 percentage points above the French average. According to a UN report 1/4 British adults are obese, with levels having more than trebled in the last 30 years. 63.1% of people in SE England and 62.7% in SW England are overweight. Fresh, local, healthy food options are often associated with a higher price tag and being more difficult to cook. ASPIRE will target the obese & overweight unemployed population across the FCE zone, using food production as a way to increase awareness & engagement, reduce weight, increase self-esteem & improve employability via new skills & work experience. The Tenant Farmers Association has stated that UK horticultural businesses are “reporting a considerable shortfall in the staff they require”, whilst a recent article in La Croix also highlights the recruitment difficulties faced by employers in the agricultural & hospitality sectors in France. ASPIRE will improve the quality & effectiveness of service delivery to socio-economically disadvantaged communities by co-ordinating healthy lifestyle opportunities with a pathway into employment. ASPIRE recognises that body image & weight are sensitive issues; the partnership will use its expertise in setting up/running weight loss programmes to engage appropriately. ASPIRE will be innovative in 3 ways: (1) it will be the first project that regards obesity & unemployment holistically, not as two separate issues; (2) it will use food production as a means of information & upskilling to tackle both issues; & (3) using partners’ unique engagement programmes the project will engage with the local community to co-create a needs-based response, involving all ages in the community to ensure a multi-generational, long term benefit for: (1) a new model for service delivery combining healthy weight & employability services, embedded in statutory practices & (2) a network of food-based centres tackling unemployment & obesity. Of the ASPIRE participants, 50% will reduce their body weight & 10% will move from obese to non-obese. 80% of participants will rise at least 1 stage on the employability ladder & 40% at least 2 stages. Cross border working is vital for ASPIRE’s success – the French have a successful community centre approach where enabling those in need to be well supported by a familiar network & the English have excellent outreach & volunteering expertise which allows them to engage with ‘hard-to-reach’ populations beyond the immediate community setting.

20000 personnes dans la zone FCE dans les communautés socialement et économiquement défavorisées, via une démarche holistique il y aura une réduction de 50% de leur poids corporel et 10% du passage de l’obèse au non obèse. 80% vont monter au moins une étape sur l'échelle d'employabilité, 40% au moins deux et 15% obtiendront un emploi, par rapport aux résultats existants. 15000 autres personnes participeront aux activités: familles et communautés des participants afin d’assurer un effet durable.

Expected Outputs (EN):

20k people will be engaged in the FCE zone in socially & economically disadvantaged communities, on a holistic healthy weight & employability journey, resulting in 50% reducing their body weight & 10% moving from obese to non-obese. 80% will rise at least 1 stage on the employability ladder, 40% at least 2 stages & 15% gaining employment, when compared to existing service outcomes. A further 15k people will be engaged in participants’ families and communities to ensure a lasting effect
