Les décideurs des îles et des zones rurales éprouvent des difficultés à planifier la transition énergétique vers des systèmes énergétiques à faible émissions pour de nombreuses raisons, telles que le manque de connaissances et de données. TRISMI veut relever ce défi en transférant l'outil PRISMI pour augmenter la pénétration des sources d'énergie renouvelables (SER) locales basé sur une analyse multicritères, une approche transnationale, tenant compte des paramètres économiques, techniques et environnementaux, pour identifier des solutions optimales en respectant les spécificités locales. L'approche de transfert reposera sur l'implication des Destinataires permettant une meilleure compréhension de leurs besoins et permettant des ajustements pour une application efficace de l'outil et le développement de 4 Plans Energie Durable et Climat/Agenda de Transition Energétique Propre (pour les îles). Les Donateurs partageront leurs connaissances sur les outils et les Destinataires les informations locales sur le territore et le règlements, en apprenant l’application de l'outil. De plus, le transfert aux Destinataires sera évalué par un test. La collaboration se réalisera par rencontres virtuelles et physiques, et activités communes pour partager expériences/connaissances des participants et une formation individuelle pour les besoins spécifiques. Enfin, les destinataires pourront continuer à diffuser et appliquer l'outil après la durée de vie du projet dans de nouveaux territoires

Islands and rural areas decision-makers generally find difficulties in planning the transition to low-carbon energy systems for many reasons, such as lack of knowledge and data. TRISMI aims at tackling this challenge by transferring the PRISMI decision-making tool for increasing local Renewable Energy Sources (RES) penetration based on a multicriteria analysis and a transnational approach, considering economic, technical and environmental parameters, to identify optimal solutions respecting local features and social needs. The transferring approach will rely on the involvement of receivers enabling a better understanding of their needs and allowing adjustments for an effective application of the tool and the consequent development of 2 Sustainable Energy and Climate Action Plans (SECAPs) for rural areas and 2 Clean Energy Transition Agendas (CETAs) for islands. Givers will share tool knowledge and receivers will provide information on local contexts, regulations and social needs while learning how to apply the tool. Moreover, the effective transferring to receivers will be assessed by a transferability test. This intertwined collaboration will be realised through virtual and physical meetings, enriched by communal activities that will enable experience sharing and knowledge raising for all participants and one-to-one training to respond to specific needs. Finally, receivers will be able to further disseminate and apply the tool after the project lifetime in new territories.

Achievements (EN):

The PRISMI PLUS project supported islands and rural areas’ decision-makers that generally find difficulties in planning the transition to low-carbon energy systems for many reasons, such as lack of knowledge and data. Indeed, PRISMI PLUS worked towards tackling this challenge by transferring the PRISMI decision-making tool for increasing local Renewable Energy Sources (RES) penetration based on a multicriteria analysis and a transnational approach, considering economic, technical and environmental parameters, to identify optimal solutions respecting local features and social needs. The transferring approach relied on the involvement of receivers enabling a better understanding of their needs and the consequent development of 2 Sustainable Energy and Climate Action Plans (SECAPs) for rural areas and 2 Clean Energy Transition Agendas (CETAs) for islands. This was possible thanks to the intertwined collaboration between technical and institutional partners realised through virtual and physical meetings, enriched by communal activities that enabled experience sharing and knowledge raising for all participants. In the end, receivers were put in the position of being able to further disseminate and apply the tool after the project lifetime in new territories. In order to also enlarge the audience for a further use of the toolkit after the project end, the guidelines and documentation have been translated in different languages and also video tutorial have been developed in different languages. Furthermore, the toolkit was applied also on 6 additional Flagship Cases selected in collaboration with the Thematic Community that offered the opportunity to test the toolkit on more and different case studies and contexts proving once more the toolkit flexibility.
