Contribution to wider strategies and policies:

  • EUStrategyAdriaticIonianRegion The project will enhance the capacity of tourism institutions and actors in promoting the diversification of tourism, the protection and valorisation of the natural and cultural resources and heritage. Furthermore, the project will contribute to tackling seasonality and other main challenges of the sector and at the same time will promote innovative practices for the sector. These achievements contribute in a coherent way to the objectives of EUSAIR Pillar4, which are focused on these topics. In particular, the project will be able to involve the management bodies of EU Strategy for the Adriatic and Ionian Region (EUSAIR), such as governing board and pillar 4 coordinators leaded by Croatia and Albania as well as the regional and local authorities of the macroregional area. This relevant stakeholder will be involved in particular in transferring and mainstreaming activities and in the cluster workshops. By involving EUSAIR stakeholders, the project will be able to strengthen the capacity of public sector representatives of EUSAIR countries in the field of sustainable tourism through exchange of information and knowledge, thematic events and presentation of community results.
  • MediterraneanSeaBasin Sustainable tourism being a transversal sector involving many ecosystems, the Thematic Community project of the Interreg Euro-MED Sustainable Tourism Mission will make sure to contribute to the sustainable development of the blue economy establishing some synergies with the existing initiatives such as BlueMed, WestMED, UfM activities on Blue Economy, MedCoast4BG, the Med Coop Alliance etc. Within its WP transfer a thematic cluster will be notably launched on innovation and will link directly to the governance projects related to the mission on innovation.
  • EuropeanGreenDeal The Programme intends to contribute and to take into account, through its missions, a large number of European strategies and policies, as Mediterranean policies, strategies and initiatives, as well as the Community4Tourism project does in the framework of the Mission 4 for the “Enhancement of sustainable tourism”. Climate change and environmental degradation are an existential threat to Europe and the world and to the tourism sector as well, which bases its activities in the existence of natural resources. This project specific objectives will contribute to the achievement of the European Green Deal objectives, for instance with the monitoring of the carbon footprint of its activities, the dissemination of tools to promote circular economies and circular tourism activities, the promotion of climate change adaptation and risks prevention or the consolidation of a competitive innovation ecosystem, among other.
  • TerritorialAgenda2030 The Territorial Agenda 2030 is a strategic framework document that underlines the importance of and provides orientation for strategic spatial planning and calls for strengthening the territorial dimension of sector policies at all governance levels.
  • The Euro-MED Programme, and consequently this project proposal, will contribute to the Territorial Agenda 2030, for both components (A Just Europe and A Green Europe) through a project proposal that aims at strengthening territorial cohesion across borders, strengthening the territorial dimension of sector policies, the tourism sector in this case, and aims at promoting an integrated and multi-level approach, with the involvement and coordination of different stakeholders transversally in its activities.
  • Other UN Agenda 2030 Sustainable Development Goals:
  • There are 3 SDGs that are directly linked with tourism: (Goal 8) Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent for all; (Goal 12) Ensure sustainable consumption and production patterns; and (Goal 14) Conserve and sustainably use the oceans, seas and marine resources for sustainable development. The incorporation of the SDGs to the EU policies and initiatives will promote sustainable development in all the European areas and globally, through the cooperation with third countries.
  • This project will contribute to the Sustainable Development Goals through its planned activities, according to the specific objectives and priorities of the Euro-MED programme, which are at the same time aligned with the UN Agenda 2030 Sustainable Development Goals. The project will implement activities that shall contribute to addressing the global challenges that the tourism sector is facing with a sustainability approach, taking into account the economic, social and environmental dimensions. Therefore, the project will organise its activities around 4 main topics: consolidating a competitive innovation ecosystem, supporting circular economy, promoting climate change adaptation and risks prevention, enhancing nature & biodiversity. In addition, the project will set up an specific activity to follow-up and determine in which way not only this project, but all the projects involved in this Thematic Community, will be contributing through its activities, specific outputs and results, to the Sustainable Development Goals and an awareness campaign will be as well undertaken in order to sensitise all the stakeholders and the society. An enhanced cooperation of the stakeholders will be of particular importance for the implementation of the Agenda 2030 Sustainable Development Goals (SDGs).
  • Other Tourism Transition Pathway:
  • Due do the direct connection between NECSTouR, partner of the project, and the unit responsible for the coordination of the Tourism Transition Pathway in the European Commission, NECSTOUR is already committed to promote actions related to the implementation of the TTP among its members and, therefore, the Community4Tourism project will support, contribute and take part in these actions, establishing as well connections within the community of projects.
  • NECSTouR plans to reply to the call for commitments and co-implement 12 of the TTP topics through the network's programme and following a thematic approach by engaging their members. This includes a knowledge hub of good practices for replication, a collaborative learning process, pilot projects, to dialogue with the EU institutions about territorial challenges and solutions and raising the necessary financial resources. All these actions can be transferred and integrated within the project activities.
  • The Community4Tourism project will give a good framework and critical mass of public-private tourism stakeholders with regards to the “Greening” but also “Digital” and “Enabling sustainable tourism policies”. NECSTouR role will be to transfer outcomes beyond the MED area.
  • Other The Glasgow Declaration:
  • The project will also contribute with its expertise in the field of tourism to the Glasgow Declaration, adopted in the COP-26 in Glasgow in November 2021: The Declaration is an urgent call for all stakeholders to commit to develop action plans for climate change in tourism aligned with the proposed pathways of measurement, decarbonisation, regeneration, collaboration and financing.
  • Some partners of the STC project are signatories of the Glasgow Declaration, NECSTouR and CPMR, and will coordinate the production of a blueprint for the development of regional Climate Action Plans in the Mediterranean (D 3.2.2), including guidelines, workshops and trainings… In collaboration with other project partners such as Plan Bleu and University of Tirana.
  • In the framework of the implementation of the Glasgow Declaration, the project will continue to advocate for sustainable tourism in Europe and influence policy to support regional destinations, and will also provide expertise and advocate for the allocation of EU funds to support Glasgow Declaration aims at a regional level and will enable Euro-MED partners to access relevant EU funding through knowledge of EU regulation and funding and participation in cooperation projects.
  • Other UFM Ministerial Declaration Blue Economy in the Mediterranean:
  • Maritime and Coastal Tourism is specifically addressed within the 2021 UfM Ministerial Declaration on Sustainable Blue Economy, as a pillar of the blue economy, being deeply connected with other blue growth sectors (such as maritime transport, accommodations, local economies…) and an important source of entrepreneurship. The Euro-MED Sustainable Tourism Community (STC), notably in the framework of its coordination WP, inviting all Euro-Med actors to collaborate and via its antenna linked to the Euro-Med organisations and initiatives, both coordinated by the CPMR, will make the link with the implementation of the declaration by working for the reinforcement of the sustainability of the tourism sector and other related sectors in the Mediterranean region.
  • Other WESTMED Initiative:
  • WESTMED initiative focuses on the western Mediterranean, addressing the macro-region’s need for a joint initiative to increase safety and security, promote sustainable blue growth and jobs, and preserve ecosystems and biodiversity. It intends to reduce the pollution and use of resources of existing economic activities and to promote opportunities for green growth. The project, through its activities and through the coordination of European and Mediterranean stakeholders and initiatives, including sea basin and macro-regional strategies, will liaise with WESTMED, support and contribute to its objectives. The geographical distribution of the partnership included a territorial antenna for the southern Mediterranean countries and an antenna focusing on Euro-MED organisations and initiatives such as WestMED.
  • Other UNEP Map Mediterranean Strategy for Sustainable Development:
  • The Mediterranean Strategy for Sustainable Development (MSSD) 2016-2025 provides an integrative policy framework for all stakeholders, including MAP partners, to translate the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) at the regional, sub-regional, national and local levels in the Mediterranean region.
  • As a strategic document, the MSSD serves to adapt international commitments to regional conditions and to guide national strategies and stimulate regional cooperation in the achievement of sustainable development objectives.
  • The MSSD was adopted by all Mediterranean countries at the 19th Meeting of the Contracting Parties to the Barcelona Convention (Athens, Greece, February 2016).
  • The MSSD is based on the principle that the investment in the environment is considered as the best way to secure long-term, sustainable job creation and socio-economic development, and as an essential process for the achievement of long-term development for the present and future generations.
  • The implementation of the MSSD is supported by the UNEP/MAP – Barcelona Convention system, in particular through the work of the Mediterranean Commission on Sustainable Development (MCSD). A new MSSD for the period 2026-2035 will be issued following the final evaluation of the Strategy.
  • The Mediterranean Sustainability Dashboard is a living set of indicators dedicated to the monitoring of the MSSD implementation. As international work on SDG Indicators progresses, the dashboard is regularly reviewed under the guidance of the MCSD Steering Committee, with the technical support of Plan Bleu Regional Activity Centre (UNEP/MAP). The indicators showcase observed trends, produce analytical factsheets, and prepare regional assessment and foresight studies on the interactions between environment and development.
