The Small Project Fund, an instrument for the support of cross-border cooperation, is based on the small projects “people to people” and supports each project partner with EFRE means in the amount of EUR 3.000 – 20.000. In the former programme period the Small Project Fund has been realised in the cross-border region of Austria and the Czech Republic since the year 1996. In the meantime we reached the fourth consecutive period. This long-term cooperation supported more than 1500 small projects with an amount of about 20 million EUR. In the programme period 2007-2013 there have been supported more than 700 small projects with financial means of 8,5 million EUR. The joint task is to continue the useful cooperation also in the new programme period 2014-2020. In particular, this means to continue the cooperation between institutions, organisations and public administration, further to support the cooperation in the field of law and administration as well as the cooperation between citizens and institutions. Aim of the Small Project Fund is to overcome bounderies in the minds of people and to support the common idea of Europe on local level through the improvement of relations between organisations, institutions and the people in the programme area. The fund plans to support at least 150 small projects with about 300 partners. They will form a cross-border network of organisations and institutions, which will be part of the cross-border cooperation. The Small Project Fund enables the involvement of organisations which don´t dispose of both staff and financial means to realise big INTERREG projects. As a result, the cross-border cooperation in small municipalities and organisations can be enlarged, the partnership principle can be fulfilled and it leads to cross-border integration trough the principle of “bottom-up”. Beneficiaries will be both the applicants as well as the project partners. These are public corporations (federal states, districts, municipalities), their institutions (educational institutions and other), associations and non-profit organisations. The Small Project Fund is a useful and innovative means for the support of cross-border cooperation. In many cases the Small Project Fund works as a starting point for new cooperations, for the exchange of experiences and also as a teaching tool for the realisation of future big INTERREG projects.

Der Kleinprojektefonds (weiters nur KPF) ist ein Instrument zur Unterstützung der grenzüberschreitenden Zusammenarbeit auf Basis der Kleinprojekte „people-to-people“ in der Höhe von 3-20 Taus. EUR EFRE-Mittel pro Projektpartner. In den verangegangenen Programmperioden wurde der KPF im tschechisch-österreichischen Grenzgebiet seit dem Jahr 1996 umgesetzt. Aktuell handelt es sich um die vierte aufeinanderfolgende Programmperiode. Diese langfristige Zusammenarbeit hat mehr als 1500 Kleinprojekte in der Höhe von etwa 20 Mio. EUR unterstützt. Allein in der Programmperiode 2007-2013 wurden mehr als 700 Kleinprojekte mit 8,5 Mil. EUR unterstützt. Gemeinsame Aufgabe ist es also diese nützliche Zusammenarbeit auch in der neuen Programmperiode 2014-2020 zu erhalten. Im speziellen die Zusammenarbeit der Institutionen, Organisationen und der öffentlicher Verwaltung, Unterstützung von Rechts- und Verwaltungszusammenarbeit und die Zusammenarbeit zwischen der Bevölkerung und der Institutionen. Ziel des KPFs ist es, durch die Verbesserung der Beziehungen zwischen den Organisationen, Institutionen und der Bevölkerung im Programmgebiet die noch immer vorhandenen Grenzen im Denken der Leute zu beseitigen und den europäischen Gedanken auf der regionalen Ebene zu verankern. Es sollen mind. 150 weitere Kleinprojekte unterstütz werden, in die mind. 300 Partner eingebunden sein werden. Diese werden ein grenzüberschreitendes Netzwerk von Organisationen und Institutionen bilden, die in die grenzüberschreitende Zusammenarbeit eingebunden werde sollen. Der KPF ermöglicht zusätzlich die Einbindung solcher Organisationen, die nicht über die personellen und finanziellen Mittel zur Umsetzung großer INTERREG Projekte in der Höhe von 40 Taus. EUR EFRE verfügen. Dadurch kommt es zur Erweiterung der grenzüberschreitenden Zusammenarbeit in kleinen Gemeinden und Organisationen, zur Erfüllung des Partnerschaftsprinzips und zur grenzüberschreitenden Integration durch „Bottom-up“. Nutzen werden sowohl Antragsteller als auch Projektpartner haben. Zu denen zählen öffentliche Körperschaften (Land, Kreis, Gemeinde), deren Einrichtungen, Bildungs- und andere öffentliche Einrichtungen, Kammern, Vereine, Verbände und nicht gewinnorientierte Organisationen. Der KPF ist sowohl für Antragsteller als auch für Projektpartner ein notwendiges und innovatives Werkzeug zur Unterstützung der grenzüberschreitenden Zusammenarbeit. In vielen Fällen funktioniert der KPF als „Starter“ neuer Partnerschaften zum Erfahrungsaustausch aber auch als Lehrinstrument für die eventuelle Umsetzung zukünftiger großer INTERREG Projekte.

Fond malých projektů (dále FMP) je nástroj pro podporu přeshraniční spolupráce na bázi malých projektů typu "people-to-people" ve výši 3-20 tis. EUR příspěvku EFRR na projektového partnera. V minulých programových obdobích byl FMP v česko-rakouském příhraničí realizován od roku 1996, aktálně se tedy jedná o 4 po sobě jdoucí programová období. Tato dlouhodobá spolupráce přinesla podporu více než 1500 malým projektům ve výši téměř 20 milionů EUR. Jen v programovém období EÚS 2007-2013 bylo podpořeno přes 700 malých projektů částkou převyšující 8,5 mil. EUR. Společným úkolem je udržet tuto prospěšnou spolupráci i v novém programovém období 2014-2020, a tuto speciálně zaměřit na spolupráci institucí, organizací a veřejné správy, podporu právní a správní spolupráce a spolupráce mezi občany a institucemi. Cílem FMP je, aby zlepšením vztahů mezi organizacemi, institucemi a občany v programovém území byly odstraněny hranice přetrvávající v myšlení lidí a evropská myšlenka byla zakotvena na regionální úrovni. Má být podpořeno dalších min. 150 malých projektů, do kterých bude zapojeno min. 300 projektových partnerů, kteří vytvoří přeshraniční síť organizací a institucí zapojených do přeshraniční spolupráce. FMP navíc umožní zapojení takových organizací, které nemají personální ani finanční zdroje na realizaci velkých projektů INTERREG ve výši nad 40 tis. EUR příspěvku EFRR. Tím dojde k rozšíření podpory přeshraniční spolupráce i do malých obcí a organizací, dojde k naplnění principu partnerství a přeshraniční integrace formou "zdola nahoru". Přínos bude mít pro žadatele a projektové partnery, ke kterým patří orgány veřejné správy (země, kraj, obec), jimi zřizované organizace, vzdělávací a jiná veřejná zařízení, komory, spolky, svazky, sdružení a nestátní neziskové organizace. FMP je pro žadatele a partnery potřebným a inovativním nástrojem pro podporu přeshraniční spolupráce. V mnohých případech funguje FMP jako startér nových partnerství, k výměně zkušeností a také jako učební nástroj pro realizaci "velkých" projektů INTERREG.

Achievements (EN):

The Austrian-Czech Small Project Fund proved its existence in the 2014-2020 programme period. Between 2017 and 2022, over 500 small projects in the border regions of South Bohemia, Vysočina, South Moravia, Lower Austria and Upper Austria were supported with an amount of over EUR 5 million. The most common applicants and partners in small projects are interest associations and associations, non-profit organisations, chambers, etc. (a total of 332 projects), followed by cities and municipalities and organisations set up by them (a total of 145 projects), educational institutions, schools of all kinds (66 in total), districts and countries, as well as organisations set up by them (50 in total) and state organisations with regional impact (a total of 25).

Hauptprojektergebnisse des KPF werden folgend sein: 1) Umsetzung von mind. 300 Kleinprojekte, in Hinsicht auf die Anforderung der Erfüllung der Kriterien des gemeinsamen Personals und der gemeinsamen Finanzierung wird es sich um überdurchschnittliche bis intensive Ebene der Zusammenarbeit der Partner handeln 2) Anknüpfung von mind. 250 neuer Partnerschaften und neuer Zusammenarbeit der Bürger, Organisationen und Institutionen 3) Erweiterung des Netzwerkes der am KPF beteiligten grenzüberschreitenden Organisationen und Institutionen – KPF Verwalter, RLA Mitglieder, Bewerter, Antragsteller und Förderempfänger

Hlavní výsledky projektu FMP budou: 1) realizace min. 300 malých projektů, vzhledem k požadavkům na splnění kritérií společného personálu a společného financování se bude jednat o nadprůměrnou až intenzivní úroveň spolupráce partnerů 2) navázání min. 250 nových partnerství a nové spolupráce občanů, organizací a institucí 3) rozšíření sítě přeshraničních organizací a institucí podílejících se na realizaci FMP - Správci FMP, členové RMV, hodnotitelé, žadatelé a příjemci dotace
