Description (EN):

The EUMINT project aims at strengthening cross-border cooperation between institutions in the Provinces of Blzano and Trento, in the Länder of Tirol and Carinthia, and in the Regions of Friuli Venezia-Giulia and Veneto, in order to tackle social, economic, political and cultural challenges arisen from migration phenomena. Border regions require indeed common and coherent measures in the field of integration policies. The project will involve municipal, provincial/regional and euro-regional institutions in three different spheres: - Institutional integration: the project will promote a direct exchange of experiences between project partners through field visits, a “laboratory of ideas” and a series of recommendations for multilevel institutions operating in the field of integration; - Civic integration: in view of transferring its results to different institutions and territories, the project will train new professional figures in the field of welfare and social care through the development of innovative didactic material with the aim of sensitizing asylum-seekers and refugees to common European values; - Labour integration: thanks to a participative process, the project will lay the foundations for the development of specific short- and medium-term measures and instruments, as well as long-term strategies and policies, for the integration of asylum-seekers and refugees in the labour market.

Il progetto EUMINT si pone l’obiettivo di rafforzare la cooperazione istituzionale transfrontaliera nelle province di Bolzano e di Trento, nei Land Tirolo e Carinzia, e nelle regioni Friuli Venezia Giulia e Veneto, al fine di affrontare le sfide di carattere sociale, economico, politico e culturale legate ai fenomeni migratori. Le aree di confine richiedono infatti misure comuni e coerenti in tema di politiche di integrazione. Il progetto coinvolge le istituzioni comunali, provinciali/regionali ed euro-regionali in tre diversi ambiti: - Integrazione istituzionale: verrà promosso un diretto scambio di esperienze fra i partner di progetto attraverso visite sul campo, la creazione di ´laboratori di idee` e l’elaborazione di una serie di raccomandazioni rivolte agli attori istituzionali multilivello che operano nell´ambito dell’integrazione; - Integrazione civica: in un’ottica di trasferibilità inter-istituzionale ed interregionale, attraverso l’elaborazione di dispositivi didattici innovativi verranno formate delle nuove figure professionali in campo socio-assistenziale (educatori civici) per sensibilizzare richiedenti asilo e rifugiati sui valori comuni europei; - Integrazione lavorativa: tramite un processo partecipativo verranno elaborate misure e strumenti puntuali a breve e medio termine per l´integrazione nel mercato del lavoro di richiedenti asilo e rifugiati e verranno altresì pianificate strategie e politiche nel lungo periodo.

Das Projekt EUMINT zielt darauf ab, die institutionelle grenzüberschreitende Zusammenarbeit zwischen den Autonomen Provinzen Bozen und Trient, den Ländern Tirol und Kärnten sowie den Regionen Friaul-Julisch Venetien und Venetien zu stärken, um die mit dem Phänomen der Immigration verbundenen sozialen, wirtschaftlichen, politischen und kulturellen Herausforderungen bewältigen zu können. In diesen grenznahen Gebieten sind gemeinsame und kohärente Integrationsmaßnahmen über die Grenzen hinweg besonders wichtig. Das Projekt bezieht Institutionen auf der lokalen, regionalen bzw. Landesebene und der euroregionalen Ebene in drei Bereichen ein: - Grenzüberschreitende Integrationszusammenarbeit: Es wird ein direkter Austausch von Erfahrungen der Projektpartner gefördert durch Lokalaugenscheine bei beispielhaften Integrationsmaßnahmen, eine „Ideenwerkstatt“ und Empfehlungen für die wichtigsten Akteure im Integrationsbereich. - „Zivil-politische“ Integration: Vor dem Hintergrund der inter-institutionellen und inter-regionalen Übertragbarkeit werden im Bereich der Sozialarbeit tätige Personen mittels didaktischem Informationsmaterial weitergebildet. Dies dient dazu, Asylwerber und anerkannte Flüchtlinge für die gemeinsamen europäischen Werte zu sensibilisieren. - Berufliche Integration: Durch einen partizipativen Prozess werden Maßnahmen und Instrumente zur kurz- und mittelfristigen Integration von Asylwerbern und Flüchtlingen in den Arbeitsmarkt sowie langfristige Maßnahmen entworfen.

Expected Results (IT):

Negli ultimi anni le istituzioni dei territori di confine hanno dovuto affrontare sfide di diversa natura in campo sociale, economico, politico e culturale a seguito dei flussi migratori. Al fine di promuovere la collaborazione transfrontaliera tra i territori delle Province di Bolzano, Trento e del Land Tirolo, e delle Regioni Friuli Venezia Giulia, Veneto e Land Carinzia, è stato creato l’Euregio Tirolo-Alto Adige-Trentino e l’Euregio Senza Confini. Tale cooperazione transfrontaliera è oggi messa in discussione proprio a seguito della pressione migratoria come evidenziato dal ripristino dei controlli alle frontiere. A fronte di tali sfide, il progetto EUMINT si pone i seguenti obiettivi: - il consolidamento della cooperazione istituzionale transfrontaliera multilivello; - il rafforzamento dei processi di integrazione civica e socio-lavorativa; - la diminuzione del senso di insicurezza e l’aumento della coesione sociale. Le attività e i risultati attesi del progetto sono: - lo scambio transfrontaliero di esperienze e di misure di integrazione tra istituzioni attraverso visite sul campo, la creazione di ´laboratori di idee` e l’elaborazione di una serie di raccomandazioni per gli attori rilevanti nel settore dell’immigrazione e integrazione; - la formazione di nuove figure professionali nel settore socio-assistenziale attraverso l´elaborazione di materiale didattico-informativo sui valori comuni europei per accrescere la consapevolezza di tali valori fra i richiedenti asilo e i rifugiati presenti nelle aree progettuali; - l’elaborazione di misure e strumenti puntuali e specifici, a breve e medio termine, nonché la pianificazione di strategie e politiche nel lungo periodo per l´integrazione nel mercato del lavoro di richiedenti asilo e rifugiati.

In den letzten Jahren haben sich die Institutionen der Grenzgebiete in Folge des Migrationsstroms neuen Herausforderungen verschiedener Art im sozialen, ökonomischen, politischen und kulturellen Bereich stellen müssen. Zum Zwecke der grenzüberschreitenden Zusammenarbeit zwischen den Gebieten der Provinzen Bozen und Trient und des Landes Tirol, der Regionen Friuli-Venezia-Giulia, Venetien und dem Land Kärnten wurde die Euregio Tirol-Südtirol-Trentino sowie die Euregio Senza Confini gegründet. Diese grenzüberschreitende Kooperation wird heute insbesondere in Folge der Migrationsproblematik in Frage gestellt, wie dies beispielsweise die neuerlichen Grenzkontrollen zeigen. Vor dem Hintergrund dieser Herausforderung verfolgt das Projekt EUMINT folgende Ziele: - Konsolidierung der grenzüberschreitenden Zusammenarbeit zwischen den Institutionen auf verschiedenen Levels; - Stärkung der Prozesse zur zivilen und sozioökonomischen Integration; - Verminderung des Unsicherheitsgefühls und Stärkung der sozialen Kohäsion. Das Projekt umfasst diese Aktivitäten und und strebt folgende Ergebnisse an: - Grenzüberschreitender Austausch von Erfahrungen und Integrationsmaßnahmen zwischen Institutionen durch Lokalaugenscheine und das Schaffen einer "Ideenwerkstatt“ sowie die Ausarbeitung von Empfehlungen für die wichtigsten Akteure im Bereich der Einwanderung und der Integration; - Ausbildung der neuen Berufsbilder im Bereich der Sozialassistenten durch das Ausarbeiten von didaktischem Informationsmaterial über die gemeinsamen europäischen Werte, was dazu dient, das Bewusstsein über diese Werte unter den Asylbewerbern und den anerkannten Flüchtlingen in den Gebieten des Projektes zu steigern; - Ausarbeiten von gezielten und konkreten Maßnahmen sowie Methoden, sowohl kurzfristiger als auch mittelfristiger Natur, sowie die Planung von Strategien und Politiken für die Integration der Asylbewerber und der anerkannten Flüchtlinge in den Arbeitsmarkt in langfristiger Hinsicht.
