Description (EN):

In.Te.Se project aim to respond to the difficulty to establish innovative services for the waste management in remote touristic areas, in link with European policy, in order to reach the regulatory on recycling and to answer to management questions. Information added on 2021-02-02, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019): The project plans the creation of technological innovation actions in waste management. The computerisation allowed the implementation of on-demand services in the test areas, through a specific app. An additional production, following the reorganisation exigencies due to the COVID-19 crisis, allowed the implementation of a computer management service to access the ecological areas, that aim at avoiding risk situations.

Le projet In.Te.Se répond à la difficulté de mettre en place des services innovants pour la gestion des déchets dans les zones touristiques dispersées, en lien avec la politique européenne, afin d'atteindre l'objectif réglementaire sur le recyclage et de répondre aux questions d'organisation. Le projet prévoit des actions d’innovation technologique dans la gestion des déchets. L’informatisation a rendu possible la mise en place de services à la demande pour les zones test, à travers une application spécifique. Une mise en place supplémentaire, réalisée en réponse aux exigences de réorganisation suite à l’urgence sanitaire due au COVID-19, a permis la création d’un service de gestion informatique pour l’accès aux zones écologiques qui vise à éviter les situations à risques.

Il progetto In.Te.Se risponde alla difficoltà di creare dei servizi innovativi per la gestione dei rifiuti nelle zone turistiche disperse, in legame con la politica europeo, per raggiungere l’obiettivo regolamentare sul riciclaggio e di rispondere alle domande di organizzazione. Il progetto prevede azioni di innovazione tecnologica nella gestione dei rifiuti. L’informatizzazione ha reso possibile l’implementazione dei servizi a chiamata per le aree test, tramite apposita app. Un’implementazione aggiuntiva, realizzata in risposta alle esigenze di ri-organizzazione a seguito dell’emergenza sanitaria da COVID-19, ha permesso un servizio di gestione informatizzata per l’accesso alle isole ecologiche, mirato ad evitare situazioni di rischio.

Achievements (EN):

The overall objective of the project was to reduce the costs of waste management for public operators and citizens on a complex territory such as cross-border, characterised by low population density and high seasonal flows. This was possible thanks to the creation and promotion of services specifically designed for these areas such as reuse centres and collective composting services on the territory as well as ad hoc services on call and for second homes (containers with badges and controlled access). The project has made it possible to optimise the model of innovative local waste cycle management services, developed with the previous In.Te.Se project, on a complex territory such as the mountain one. Through the Wikiwaste APP, partners can offer their citizens services similar to those found in urban contexts without cost increases and favoring the return to dispersed areas of the population. In.Te.Se. Plus, it has allowed to extend the audience affected by the previous project by expanding the good practices already tested to other municipalities in the territory and optimising the use of services already present such as on-call services for bulky waste, the possibility of delivery through “house” manned at fixed times and accessible 24 hours by means of identification code, the local management of the organic fraction of waste with the promotion of individual and collective composting, the management of reuse centres and municipal collection centers through traceability of the goods conferred, also at transnational level. “The plus understanding project allowed Consorzio S.E.A. to give continuity to the previous project,” says Fulvio Rubiolo, Chairman of CSEA and leader of the In.Te.Se project. Plus – in particular, as regards separate collection in mountain municipalities, computerised access pitches have been increased to allow the collection of second homes. On community composting, on the other hand, we worked mainly to optimise the performance of the machines installed with the previous project In.Te.Se.. Finally, the collection services with access by call have been implemented in order to optimise the recovery of plant waste in the mountain territory”.

Expected Results (EN):

The objective is to define a model of innovative and flexible services, thanks to technology, transferable to other similar contexts. The project’s innovation is in the creation of a common and cross-border informatic platform, for partners, which allow a dialogue between administrations, territories and local stakeholders.

L'objectif est de définir un modèle de service innovant et flexible, grâce à la technologie, transférable à des contextes similaires. L'innovation du projet consiste en la mise en place pour les partenaires d'une une plate-forme informatique commune et transfrontalière qui permette un dialogue entre administrations, territoires et intervenants locaux.

L’obiettivo è di definire un modello di servizio innovativo e flessibile, grazie alla tecnologia, spostabile a altri contesti simili. L’innovazione del progetto si trova nella creazione per i partner d’in una piattaforma informativa comune e transfrontaliera che permette un dialogo tra le amministrazioni, territori e intervenenti locali.
