European model city of cross-border cooperation Frankfurt (Oder) & Slubice

Following the model of existing cross-border cooperation structures, the project will establish specialised working, participation and decision-making structures between the two administrations, social institutions and civic associations and non-formal initiatives in the fields of education, culture, sport and tourism, and on this basis realise innovative pilot projects with reference to the joint brand "Frankfurt (Oder) & Slubice - Ohne Grenzen Bez granic" (Frankfurt (Oder) & Slubice - Without Borders Bez granic), which aim in particular to integrate the citizens of the twin city and the border region across borders. A special focus is on measures to reduce the language barrier and lack of knowledge about cultural, legal and structural differences.

Projekt stworzy według już funkcjonujacego modelu merytoryczne struktury współpracy na poziomie roboczym i decyzyjnym w dziedzinie edukacji, kultury, sportu i turystyki między administracjami, organizacjami społecznymi, stowarzyszeniami mieszkańców i inicjatywami nieformalnymi. Będzie to podstawą do realizacji innowacyjnych projektów pilotażowych w oparciu o wspólną markę nadrzędną „Frankfurt(Oder)&Słubice-Ohne Grenzen. Bez granic”, które ukierunkowane będą głownie na integrację mieszkańców Dwumiasta i regionu przygranicznego. Szczególnym punktem w projekcie będą działania zmierzające do zniesienia barier językowych i wyposażenia mieszkańców w informacje o róznicach kulturowych, prawnych i strukturalnych.

Mit dem Projekt werden nach dem Modell existierender grenzüberschreitender Kooperationsstrukturen fachbezogene Arbeits-, Beteiligungs- und Entscheidungsstrukturen zwischen beiden Verwaltungen, gesellschaftlichen Institutionen und bürgerschaftlichen Vereinen und nonformellen Initiativen in den Bereichen Bildung, Kultur, Sport und Tourismus aufgebaut und auf dieser Grundlage innovative Pilotprojekte mit Bezug auf die gemeinsame Marke „Frankfurt (Oder) & Slubice – Ohne Grenzen Bez granic“ realisiert, die insbesondere darauf abzielen, die Bürger der Doppelstadt und der Grenzregion grenzüberschreitend zu integrieren. Einen besonderen Schwerpunkt bilden Maßnahmen zum Abbau der Sprachbarriere sowie mangelnder Kenntnisse über kulturelle, rechtliche und strukturelle Unterschiede.

The substantive goals of intensifying cooperation between the administrations and relevant institutions in the four priority areas of education, culture, tourism and sport and involving the citizens more by establishing or further developing joint structures and implementing pilot projects in all areas were fully achieved. The Frankfurt-Slubice Action Plan 2020-2030 was developed as part of the project and adopted in two stages (visions and goals, 09.05.19 and measures, 12.12.19) by both city councils. The implementation of the two events "Playground Europe" at the Pol'and'Rock Festival in Kostrzyn in August 2018 and 2019 went very well. The interactive workshops and offers were well received by the interested public, and the participatory offers led to discussions about the diverse offers in the twin city of Frankfurt (Oder)-Słubice - so the concept devised in advance was a success. The participation of the European University Viadrina in the joint project Playground Europe had a lasting positive effect on the image of the university as a young, modern and attractive university in Eastern Germany among one of the core target groups - prospective students from Poland and Eastern Europe. In addition, the university was able to sustainably strengthen existing connections with actors in the twin city of Frankfurt (Oder)-Słubice or the region (e.g. with the lead partner, the city of Frankfurt (Oder) or the Frankfurt-Slubice Cooperation Centre) and establish new connections (e.g. with the student group Young European Movement). The campaign "Favourite Places in the Twin City" was well received in the digital networks, in the print media and among the citizenry. The main products, an image film (100 seconds or short version 30 seconds) with over 20,000 views after only one week, and the brochure "Favourite Places" (3,000 copies) are lasting results whose impact goes far beyond the twin city and the border region. 100 employees of both city administrations are better equipped for cooperation thanks to the project, learning the basics of the neighbouring language or jointly improving their English skills. The study trips of 2019 to Brussels as well as to the Greater Region have confirmed that the European Twin City Frankfurt (Oder) - Slubice is well on its way to becoming a model city of cross-border cooperation. The Interreg project of the same name was an important milestone in this respect.

Cele merytoryczne zostały w pełni osiągnięte: Zacieśnienie współpracy pomiędzy urzędami i odpowiednimi instytucjami w obszarach priorytetowych kształcenie, kultura, turystyka i sport oraz większa integracja mieszkańców przez stworzenie bądź dalszy rozwój wspólnych struktur oraz wdrożenie projektów pilotażowych. Słubicko-Frankfurcki Plan Działania 2020-2030 został opracowany w trakcie realizacji projektu i w dwóch etapach przyjęty przez obie Rady Miejskie (wizje i cele w dniu 09.05.19 a działania w dniu 12.12.19). Realizacji dwóch wydarzeń "Playground Europe" na Festiwalu Pol'and'Rock w Kostrzynie w sierpniu 2018 i 2019 roku przebiegła bardzo dobrze. Interaktywne warsztaty i oferty zostały dobrze przyjęte przez zainteresowaną publiczność, a w trakcie warsztatów rozmawiano o różnorodnych ofertach w Dwumieście Frankfurt nad Odrą - Słubice - tak więc koncepcja, którą opracowaliśmy z wyprzedzeniem, sprawdziła się. Udział Uniwersytetu Europejskiego Viadrina we wspólnym projekcie Playground Europe miał trwały pozytywny wpływ na wizerunek uniwersytetu jako młodej, nowoczesnej i atrakcyjnej uczelni we wschodnich Niemczech wśród jednej z głównych grup docelowych - przyszłych studentów z Polski i Europy Wschodniej. Ponadto uniwersytet mógł trwale wzmocnić już istniejące kontakty z podmiotami w Dwumieście Frankfurt nad Odrą - Słubice czy w regionie (np. z partnerem wiodącym, miastem Frankfurt nad Odrą czy też Słubicko-Frankfurckim Centrum Kooperacji) oraz nawiązać nowe kontakty (np. z grupą studencką Młody Ruch Europejski). Kampania „Ulubione miejsca Dwumiasta“ odbiła się w mediach społecznościowych i drukowanych oraz w społeczeństwie bardzo pozytywnym echem. Główne produkty promocyjne, czyli film wizerunkowy (100 sekundowy bądź 30 sekund w wersji skróconej) z ponad 20.000 wyświetleniami w ciągu pierwszego tygodnia oraz broszurka pt. „Ulubione miejsca Dwumiasta” (3000 egz.) są trwałymi rezultatami, których efekty sięgają daleko poza Dwumiasto i region przygraniczny. Dzięki projektowi, 100 pracowników z obu urzędów nauczyło się podstaw języka sąsiada lub polepszyło swoje umiejętności języka angielskiego, co bardziej przygotowało ich do współpracy. Podróże studyjne w roku 2019 do Brukseli i do „Wielkiego Regionu“ utwierdziły nas w tym, że Europejskie Dwumiasto Słubice & Frankfurt nad Odrą są na dobrej drodze do modelowego miasta transgranicznej współpracy. A projekt Interregu o tej samej nazwie był ku temu znaczącym krokiem milowym.

Die inhaltlichen Ziele, in den vier Schwerpunktbereichen Bildung, Kultur, Tourismus und Sport die Zusammenarbeit zwischen den Verwaltungen und relevanten Einrichtungen zu intensivieren und die Bürgerinnen und Bürger stärker einzubeziehen, indem gemeinsame Strukturen aufgebaut bzw. weiterentwickelt und in allen Bereiche Pilotprojekte implementiert werden, wurden vollständig erreicht. Der Frankfurt-Slubicer Handlungsplan 2020-2030 wurde im Rahmen des Projekts entwickelt und in zwei Etappen (Visionen und Ziele, 09.05.19 sowie Maßnahmen, 12.12.19) durch beide Stadtverordnetenversammlungen beschlossen. Die Umsetzung der beiden Events „Playground Europe“ auf dem Pol’and’Rock-Festival in Kostrzyn im August 2018 und 2019 verlief sehr gut. Die interaktiven Workshops und Angebote kamen bei dem interessierten Publikum gut an, über die Mitmach-Angebote kam man ins Gespräch über die vielfältigen Angebote in der Doppelstadt Frankfurt (Oder)-Słubice – das im Vorfeld erdachte Konzept ging also auf. Die Teilnahme der Europa-Universität Viadrina an dem Gemeinschaftsprojekt Playground Europe hatte einen nachhaltig positiven Effekt auf das Image der Universität als junge, moderne und attraktive Universität im Osten Deutschlands bei einer der Kernzielgruppen – Studieninteressierten aus Polen und Osteuropa. Zudem konnte die Universität die schon bestehenden Verbindungen mit Akteuren in der Doppelstadt Frankfurt (Oder)-Słubice bzw. der Region nachhaltig verstärken (z. B. mit dem Leadpartner, der Stadt Frankfurt (Oder) bzw. dem Frankfurt-Slubicer Kooperationszentrum) und neue Verbindungen (z. B. zur studentischen Gruppe Junge Europäische Bewegung) aufbauen. Die Kampagne „Lieblingsorte der Doppelstadt“ fand in den digitalen Netzwerken, in den Printmedien und in der Bürgerschaft gute Resonanz. Die Hauptprodukte, ein Imagefilm (100 Sekunden bzw. Kurzfassung 30 Sekunden) mit über 20.000 Aufrufen nach nur einer Woche, und die Broschüre „Lieblingsorte“ (3.000 Ex.) sind dauerhafte Ergebnisse, deren Wirkung weit über die Doppelstadt und die Grenzregion hinausgeht. 100 Mitarbeiterinnen und Mitarbeiter beider Stadtverwaltungen sind dank des Projekts besser für die Zusammenarbeit gerüstet, indem sie Grundlagen der Nachbarsprache erlernten bzw. gemeinsam ihre Englischkenntnisse verbesserten. Die Studienreisen des Jahres 2019 nach Brüssel sowie in die Großregion haben bestätigt, dass die Europäische Doppelstadt Frankfurt (Oder) – Slubice auf einem guten Weg zur Modellstadt der grenzüberschreitenden Zusammenarbeit ist. Das gleichnamige Interreg-Projekt war dafür ein wesentlicher Meilenstein.
