Der Kleinprojektefonds (KPF) der Hochrheinkommission (HRK) fördert Klein- und Begegnungsprojekte mit geringerem Gesamtvolumen. Diese Projekte helfen dabei, Grenzen abzubauen, das gegenseitige Verständnis zu vergrößern und als Ziel der europäischen Integration das Zusammenwachsen an der EU-Außengrenze zu fördern. Der Kontakt zum Nachbarn wird etwas Selbstverständliches und bildet aufgrund der neuen, positiven Erfahrung oft ein dauerhaftes Netzwerk. Kleinprojekte sind niederschwellige und zivilgesellschaftliche, oftmals direkt an die Öffentlichkeit gerichtete Begegnungen, wodurch sie ein guter Multiplikator sind und eine wertvolle Plattform für Europa darstellen. Als Teil der HRK-Strategie tragen sie dazu bei, dass sich ein Zusammengehörigkeitsgefühl in der Region über die Grenze hinweg ausbildet. Nur wenn sich Europäer begegnen und Kontakt zu den Nachbarländern eine Selbstverständlichkeit ist, werden die Länder an den Nahtstellen der EU-Binnen- und Außengrenzen dauerhaft zu einer Einheit zusammenwachsen und hierdurch dem Ziel der europäischen Integration Rechnung tragen. Insbesondere in den Grenzräumen ist es spürbar, dass dieser Prozess noch nicht abgeschlossen ist. Daher ist es wichtig, dabei den Kontakt zu den Bürgern zu wahren und sie in diesen Prozess einzubinden. Besonders zielführend ist es, ehrenamtlich engagierte Bürger aus den Bereichen Kultur, Tourismus, Sport, Schule, Bildung, Vereine, Jugendarbeit sowie Umwelt und Naturschutz einzubinden. Gerade diese Gruppen können es jedoch häufig nicht leisten, Projekte aus dem regulären INTERREG-A-Programm durchzuführen, da es hohe Ansprüche an Kofinanzierung und auch an Administration und Buchführung stellt. Auch liegt das Zielerreichungsrisiko in diesem Programm auf Seiten des Antragstellers, was die Hemmschwelle für private und kleinere Akteure erhöht. Hier bietet ein Kleinprojektefonds die Lösung. Die einzelnen Projekte benötigen ein geringeres Gesamtvolumen und haben einfacher ausgestaltete Abrechnungsmodalitäten. Die Antragsteller erhalten eine wertvolle, ortsnahe Beratungsleistung und Unterstützung durch die KPF-Verwaltung, die mit der Durchführung europäischer Projekte vertraut ist. Durch die gemeinsame Projektdurchführung bilden sich zwischen den Antragstellern grenzüberschreitende Kontakte und meist sogar dauerhafte Netzwerke. Aufgrund der bisherigen positiven Erfahrungen hat die HRK im Jahr 2015 einen eigenen Kleinprojektefonds "Begegnungen am Hochrhein" eingerichtet. Dafür stellen ihre Träger jährlich 22.000 € für die Förderung von Begegnungsprojekten ein. Der Fonds unterstützt grenzüberschreitendes, bürgerliches Engagement in den Bereichen Kultur, Tourismus, Sport, Schule, Bildung, Vereine, Jugendarbeit sowie Umwelt- und Naturschutz. Die Projekte werden mit 50 % der förderfähigen Kosten unterstützt und haben i.d.R. ein Volumen von bis zu 5.000 €, womit die maximale Förderhöhe i.d.R. bei 2.500 € liegt. Jährlich sollen damit 5 bis 6 Projekte unterstützt werden. Die Begegnungsprojekte des KPF bauen menschliche Brücken über die EU-Außengrenzen hinweg und steigern so die Lebensqualität in der grenzüberschreitenden Region.

The small project fund of the Upper Rhine Commission (HRK) funds small and exchange projects of smaller total volume. These projects help to remove obstacles, increase mutual understanding and promote the consolidation of EU external borders as an objective of European integration. Contact with neighbours becomes something natural and often forms a lasting network based on the new positive experience. Small projects have a low threshold and are civic exchanges, often directed towards the public, so that they represent a good multiplier and are a valuable platform for Europe. As part of the HRK strategy they may contribute to a feeling of belonging in the region which runs cross-border. It is only if Europeans meet and have contact with neighbouring countries that it becomes natural for the countries on the interfaces of the EU domestic and external borders to grow together into a unit in the long term, thereby serving the objective of European integration. It is noticeable in the border areas in particular that this process is not yet complete. It is therefore important to ensure contact with citizens and to include them in this process. It is particularly expedient to involve voluntary and committed citizens from the fields of culture, tourism, sport, schools, education, associations, youth work, environment and nature protection. However, even these groups can often not manage to carry out projects from the regular INTERREG-A programme, as these demonstrate high demands in terms of joint financing as well as administration and accounting. The risk of achieving the objective in this programme also falls to the applicant, which increases the psychological barrier for private and small parties. A small project fund offers the solution here. The individual projects require a lower total volume and have payment terms that are designed in a simpler way. The applicants have access to a valuable local consultation service and the support of the small project fund administration, to which the execution of European projects is entrusted. Contacts and networks that usually become permanent are formed cross-border between the applicants based on the joint project execution. Due to the positive experiences up to then, HRK set up its own small project fund called “Exchanges in the Upper Rhine” in 2015. Its supporters put in €22,000 per year for the funding of exchange projects. The fund supports cross-border civic engagement in the fields of culture, tourism, sport, schools, education, associations, youth work, environment and nature protection. The projects are supported with 50% of the fundable costs and usually have a volume of up to €5,000, with the maximum funding amount generally being €2,500. 5 to 6 projects are to be funded in this way each year. The small project fund exchange projects build bridges between people across the EU external borders and thereby increase the quality of life in the cross-border region.

Die Zahl der grenzüberschreitenden Begegnungen wird steigen. Dadurch können mehr Partner die positive Erfahrung der grenzüberschreitenden Zusammenarbeit machen und mehr Teilnehmer haben bei den Veranstaltungen die Möglichkeit zum grenzüberschreitenden Kennenlernen und damit die Möglichkeit, ein Stück Europa sehr positiv im Alltag zu leben.
