Les territoires Marittimo sont des territoires forestiers pour lesquels la forêt est en expansion du fait de la déprise agricole. Tourisme, activités de loisir, exploitation du bois, maintien des sols et de l'équilibre écologique: la forêt occupe sur ces espaces de multiples fonctions et elles doivent être préservées. La forêt méditerranéenne est fragile et représente la principale victime du réchauffement climatique et est soumise à un risque incendie soutenu. 8 incendies sur 10 sont dues à des actes de malveillance ou des faits d'imprudence. C'est pourquoi la lutte contre les incendies commence très en amonts des départs de feu. Informer les populations concernées sur les risques, les mesures obligatoires à prendre, et en cas d'alerte représente une action essentielle de la prévention et la lutte contre les incendies. L'objectif principal du projet Med PSS sera de développer la culture du risque incendies auprès de différentes cibles car si les personnes sont informées et sensibilisées sur les comportements à risque et à adopter, qui méconnaissent la fragilité de la forêt méditerranéenne, les départs de feux et les dégâts matériels et humains en cas d'incendies diminuent fortement. Les principales réalisations prévues dans ce projet sont les suivantes: la réalisation d'un état de l'art et l'identification des personnes cibles dans la communication préventive et en phase d'alerte (en cas de risque accru et d'incendie déclaré), la mise en œuvre de projets pilote, le développement d'outils de communications par cibles identifiées, la réalisation d'un guide méthodologique pour la diffusion de bonnes pratiques sur la communication en phase préventive et d'alerte. Les partenaires du projet souhaitent réaliser des études et des outils communs qui puissent être les plus efficaces possibles; des projets pilotes seront mis en œuvre sur le territoire transfrontalier.

Agricultural abandonment is causing maritime forest areas to expand. The forest has multiple functions, including tourism, recreational activities, deforestation, soil protection and ecological balance, and must be preserved. The fragile Mediterranean forest is the main victim of global warming and is subject to a prolonged fire risk. 8 out of 10 fires are due to malicious acts or lack of awareness. This requires prevention. To help the concerned populations prevent and fight fires, they must be informed about the risks, obligations and measures to take in the event of an alarm. The Med PSS project aims to develop the fire risk culture with different objectives. When people are informed and made aware of the fragility of the Mediterranean and about risky behaviours, fires and material and human damage in case of fire decrease. This project expects to obtain the following main results: state of the art identification of people teaching prevention and taking charge during alerts (in case of increased risk and declared fire), pilot projects, development of targeted communication tools, production of a methodological guide for the dissemination of good practices for preventive communication and alerts. The project partners wish to have more effective studies and common tools; they will implement pilot projects in the cross-border area.

I territori della zona marittimo sono aree forestali per le quali la foresta si sta espandendo a causa dell'abbandono agricolo. Turismo, attività ricreative, disboscamento, protezione del suolo ed equilibrio ecologico: la foresta ha molteplici funzioni in queste aree e deve essere preservata. La foresta mediterranea è fragile ed è la principale vittima del riscaldamento globale ed è soggetta a un rischio di incendio prolungato. 8 incendi su 10 sono dovuti a atti dolosi o atti di incoscienza. Questo è il motivo per cui la prevenzione inizia prima del incendio. Informare le popolazioni interessate sui rischi, sulle misure obbligatorie da adottare e in caso di allarme rappresenta un'azione essenziale di prevenzione e lotta contro li incendi. L'obiettivo principale del progetto Med PSS è quello di sviluppare la cultura del rischio d'incendio con obiettivi diversi. Quando le persone che conoscono la fragilità della foresta mediterranea e sono informate e sensibilizzate sui comportamenti rischiosi, si risulta che le partenze di incendi e danni materiali e umani in caso di fuochi diminuiscono. I principali risultati previsti per questo progetto sono i seguenti: realizzazione di uno stato dell'arte e l'identificazione delle persone target nella comunicazione preventiva e in fase di all'erta (in caso di aumento del rischio e incendio dichiarato), l'impianto di progetti pilota, lo sviluppo di strumenti di comunicazione mirati identificati, la produzione di una guida metodologica per la diffusione di buone pratiche sulla comunicazione preventiva e nel all'erta. I partner del progetto vogliono condurre studi e strumenti comuni che possono essere più efficaci; i progetti pilota saranno attuati nel territorio transfrontaliero.

Achievements (EN):

The Med PSS project began by identifying existing preventive and alarming communication practices for each Marittimo region (Liguria, Sardinia, Tuscany, Corsica and Provence-Alpes-Côte d’Azur) to prevent forest fires. To this end, Med-PSS partners have used fire protection and firefighting structures in their territory to identify all forms of communication, support and vectors that address the theme of the culture of fire, raise awareness and prevent forest fires. On this basis, a joint summary was prepared to give an initial overview of the state of communication on forest fire prevention across the Marittimo area. Following this inventory and these preliminary synthesis elements, the partnership established a state of the art for communication practices in firefighting, entitled “From passing on risk knowledge to the emergence of a culture of common risks related to forest fires.” deepen the notion of forest fire risk culture, re-specify relations with the Mediterranean forest in the perception of forest fire risk (state of presentations), Analysis of communication strategies of the organisations surveyed (organisations with a prevention or alert mission related to forest fires), Define target groups to inform and raise awareness in our areas, Suggest approaches based on preferred audiences, messages, and action methods. In continuation of this analysis phase, the partners conducted several communication experiments related to prevention and alerting in order to raise awareness of the priority target groups in their area. The summary of this thesis can be found in the “Event/Med-PSS Dissemination Event”. Subsequently, on the basis of these experiments and the various risk culture studies carried out, the partners prepared a guide to good communication practices in relation to the risk associated with forest fires, which is the final outcome of the project.
